Ensuring economic growth target 2025 with 2-level model

On August 8, the Ministry of Industry and Trade issued Document No. 5907/BCT-KHTC on the implementation of Resolution 226/NQ-CP of the Government towards the growth target of industries, fields, localities and key tasks and solutions to ensure the country's growth in 2025 reaches 8.3 - 8.5%.

Plan 5907/BCT-KHTC stated that from the beginning of 2025, the Ministry of Industry and Trade proactively developed a growth scenario for the industry corresponding to double-digit economic growth in 2025. The scenario was developed under the direction of the Prime Minister in Official Dispatch No. 140/CD-TTg dated December 27, 2024.

To implement Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets for industries, sectors and localities to ensure the national growth target in 2025 reaches 8% or more, the Ministry of Industry and Trade has developed growth scenarios for the industry by month/quarter in Document No. 1729/BCT-KHTC dated March 11, 2025.

After the first 7 months of 2025, up to now, some targets of the industry have not reached the set scenario. Therefore, Minister Nguyen Hong Dien has requested and directed units in the Ministry to urgently develop growth scenarios (with solutions) for the remaining months and quarters of the year for the areas in charge, striving to achieve and exceed the growth targets of the whole year. The plan must be sent to the Department of Planning, Finance and Enterprise Management before August 12, 2025.

7 specific tasks

Determined to work with the whole country to ensure economic growth of 8.3 - 8.5% in 2025, Minister Nguyen Hong Dien requested the functional Departments and Offices in the Ministry of Industry and Trade to focus on specific tasks:

First, promote traditional growth drivers;

Second, promote decentralization, decentralization, administrative procedure reform, national digital transformation, promote private investment, effectively and thoroughly handle difficulties, problems, and backlog projects;

Third, promote consumption and effectively exploit the domestic market;

Fourth, promote exports and develop harmonious trade with other countries;

Fifth, promote new growth drivers;

Sixth, ensure that two-level local government operates smoothly and effectively;

Seventh, continue to improve institutions to unleash resources.

In particular, in the plan, Minister Nguyen Hong Dien requested functional units under the Ministry of Industry and Trade to focus on the task of ensuring the two-level government operates smoothly and effectively.

In particular, the Ministry of Industry and Trade assigned the Department of Personnel Organization to preside over and coordinate with units to review, arrange and complete the organization of the political system apparatus in 2025 according to Resolution No. 18-NQ/TW and the conclusions of the Central Committee, ensuring that the two-level local government operates in a unified, effective and efficient manner.

At the same time, the Ministry requested to closely monitor the implementation of the Decree on decentralization and delegation of powers in the field of Industry and Trade, promptly receive and handle difficulties and problems from weekly reports of 43 department-level leaders assigned to work in localities.
