Invest in developing at least two elite, world-class universities

(Dan Tri) - By 2030, the Ministry of Education and Training aims to invest in developing 15-20 public universities with leading strengths in innovation and creativity, and 2 elite universities following an international-class research model.

The above content was raised by Mr. Tran Nam Tu, Deputy Director of the Department of Science, Technology and Information, Ministry of Education and Training at the workshop: "Developing universities into strong research entities, closely combining research, application and training", on the afternoon of August 7.

Specifically, by 2030, the Ministry of Education and Training will select, invest in, and develop 15-20 public higher education institutions with leading capacity, prestige, and strengths in research, application, innovation, and human resource training in priority technology fields of Industry 4.0, high-tech industry, strategic technology, and cutting-edge scientific fields that play a core role in the network of corresponding higher education institutions.

In particular, strong investment and special, outstanding mechanisms are needed to develop at least two elite universities following the model of international-class research universities.

Higher education institutions are strong research entities with the number of scientific publications in prestigious international journals increasing by an average of 12% per year, and the number of patents registered and granted increasing by 20-22% per year.

Form at least 50 strong research groups, of which at least 30 groups reach international standards in the fields of strategic technology, high technology and other cutting-edge scientific fields.

Strive for each university to be a strong research entity, attracting at least 20 excellent experts and scientists, both Vietnamese overseas and foreigners, to participate in scientific research and teaching in universities in Vietnam.

Sharing at the workshop, Associate Professor Dinh Doan Long, Vice Rector of the University of Medicine and Pharmacy, Vietnam National University, Hanoi, said that building the Project "Developing universities into strong research entities, closely combining research, application and training" is one of the key solutions to create a favorable environment for research and development.

Mr. Long commented that Resolution 57 will open up opportunities for the entire system to establish a new mechanism to help "liberate" the comprehensive potential of science and technology, in which universities are the research entities with the strongest potential for socio-economic impact; linking training - scientific research - innovation - knowledge transfer at leading universities is an objective necessity.

“Scientific research is not about showing off. Do it like eating and drinking every day. Scientific research is not about shouting slogans because it is natural for universities to become the main research subjects of a country,” Mr. Long shared.

However, to realize this natural truth, according to the Vice Principal of the University of Medicine and Pharmacy, Vietnam National University, Hanoi, a strong change in thinking is needed.

He shared his personal experience accompanying students to the International Biology Olympiad since 2004.

“Just eight years ago, we didn’t know how we got gold medals, but recently, gold medals in chemistry and biology have been coming regularly. We discovered that the whole world does it one way and we do it another way,” said Mr. Long.

This shows that the potential of Vietnamese people is not inferior, it is just that we need to change our perspective and awareness accordingly.

Prof. Dr. Le Van Canh, Vice Principal of Ho Chi Minh City University of Technology, added many solutions from the perspective of pillars, typical products, and commercialization.

Mr. Canh emphasized taking students as the center of the innovation ecosystem because the creativity of this group is very large.

Deputy Minister of Education and Training Nguyen Van Phuc said that recently, especially after Resolution 57 was issued, many projects and programs have been approved by the Government and the Prime Minister, which are an important basis for developing scientific research associated with application, transfer and training of human resources.

In which, the Project to develop universities into strong research entities, linking scientific research, application and training is also included in this whole, which is both an opportunity and a challenge.
