Proposal to have only 3 ministries "control" universities, transfer most schools to local areas

(Dan Tri) - The Ministry of Education and Training has just announced the draft Resolution of the National Assembly on a number of specific mechanisms and policies to make breakthroughs in education and training development, and is seeking comments according to regulations.

Regarding the issue of arranging and restructuring public universities and vocational education institutions (except for schools in the security and defense sectors), the arrangement plan is to reduce the number of focal points, link professional management with organization, personnel, and finance; eliminate intermediate levels, ensuring streamlining and efficiency.

In terms of management, the Ministry of Education and Training directly manages key universities and colleges. The Ministry of Health and the Ministry of Culture, Sports and Tourism manage a number of specialized schools.

The remaining schools will be transferred to local management, linked to the need to develop local human resources.

In addition, the Ministry will study merging research institutes with universities to ensure a unified and modern system.

Regarding personnel, the direct management agency will appoint the head and deputy head of public universities, except for National Universities; and at the same time, abolish the school council.

Currently, higher education and vocational training institutions are under the control of many ministries and sectors. However, according to the Law on Higher Education 2012, the Ministry of Education and Training is the state management agency for the field of education and training, including higher education. Therefore, schools are under the management of both the governing body and the general management of the Ministry of Education and Training.

The reduction of management units as proposed in the draft will end the above situation, eliminate intermediate levels, and ensure streamlined, unified, and effective management.

This draft Resolution is designed to institutionalize major policies and guidelines on education and training, including Resolution No. 29 of the Central Executive Committee on fundamental and comprehensive innovation in education and training, and Resolution No. 71 of the Politburo on breakthroughs in education and training development.

One of the important directives of Resolution 71 is to reorganize and restructure higher education institutions and Party organizations in higher education institutions; merge and dissolve substandard higher education institutions; eliminate intermediate levels, ensure streamlined, unified and effective governance; strengthen state management of higher education institutions; and ensure the principle of linking professional management responsibilities with human resource and financial management.
