Speeding up the implementation of the Quang Tri coastal road project

Chairman of the People's Committee of Quang Tri province Vo Van Hung has just directed to speed up the implementation progress of the coastal road project connecting the East-West economic corridor of Quang Tri province, phase 1.

The Coastal Road Project connecting the East-West Economic Corridor of Quang Tri Province, Phase 1 (coastal road project) was approved by the People's Committee of Quang Tri Province with a total investment of VND 2,060 billion, implementation period from 2021-2026.

The project has a total route length of 48 km, divided into 4 packages passing through Vinh Linh, Gio Linh, Trieu Phong districts and Dong Ha city.

The implementation of the Quang Tri coastal road project is facing some difficulties and problems related to site clearance.

According to the report of the Quang Tri Provincial Construction Investment Project Management Board, up to now, the capital allocated and disbursed in 2024 for the project is 226.96 billion VND - reaching 69%.

Regarding site clearance, the section passing through Dong Ha city has now been handed over 1.12/2.7 km of clean land; land reclamation notices have been completed for 235/235 affected cases, and the verification of land origin has reached about 95%. Resettlement work for 37 affected households has been completed.

Trieu Phong district has handed over 7/9.5 km of land; approved the design drawings of the resettlement area in Trieu Do commune, but 5 resettlement areas in Trieu Van, Trieu Trach, Trieu Dai, Trieu Thuan and Trieu Phuoc communes have not been approved.

Gio Linh district has handed over 5.11/12.5km of clean land; resettlement work for 22 cases is being urgently deployed, of which the resettlement area of Trung Giang commune is under construction.

Vinh Linh district has handed over 4.15/23.06 km. The district's Land Clearance Council has not yet completed the residential area planning work to grant land to affected cases.

Regarding construction progress, the VB-XL01 package in Vinh Linh district achieved an implementation value of 10.9 billion VND / 308.78 billion VND, reaching 3.5%.

The VB-XL02 package in Gio Linh district has an implementation value of 4.9% with about 12.1 billion VND/245.36 billion VND.

In Trieu Phong district, the VB-XL03 package has basically completed Trieu Trach bridge, and is implementing roadbed earth filling and cross-culvert construction with an implementation value of 17 billion VND/119.76 billion VND (14.19%); the VB-XL04 package through Trieu Phong district and Dong Ha city has a total implementation value of 289.91 billion VND/941.66 billion VND, reaching 30.8%.

According to the Quang Tri Province Construction Investment Project Management Board, the project implementation process is currently facing a number of obstacles and difficulties. In particular, the slow progress of investment and construction of resettlement areas in Trieu Phong district has affected the site clearance work, leading to failure to meet the overall progress.

In Gio Linh district, the project encountered problems with some areas of protected forests that had been assigned to owners but had not yet developed an exploitation plan; the determination of land use origin in Cua Viet town, Trung Giang commune was still slow, affecting the project's progress.

According to Chairman of Quang Tri Provincial People's Committee Vo Van Hung, in the past time, although the project has been closely led and directed, the project progress has not met the requirements. Chairman Vo Van Hung directed the Quang Tri Provincial Construction Investment Project Management Board to rearrange the project management method to operate more effectively. In particular, it is necessary to forecast immediate and long-term problems, specifically review the contents that need to be implemented, and promptly report to competent authorities on problems beyond their authority to be directed for implementation.

Chairman of Quang Tri Provincial People's Committee Vo Van Hung also directed localities to be determined, focus resources, and hand over the site to construction contractors as soon as possible.

Regarding the resettlement issue that is still stuck, Chairman Vo Van Hung assigned the Department of Planning and Investment and related sectors to actively guide specific procedures, helping localities to quickly complete documents to carry out the next steps to speed up the site clearance work. For the conversion of forest land and rice land, the Department of Natural Resources and Environment was assigned to quickly complete the procedures. For construction units, contractors were required to urgently construct the sections of the route that had been handed over the site.

Chairman of the Provincial People's Committee Vo Van Hung requested that functional departments and branches need to be more proactive and closely coordinate with units and localities in implementing the province's key projects, striving to complete and open to traffic by the end of 2025.
