According to the report of the Department of Construction, there are currently 5 commercial housing projects in the old Thai Binh city. Of which, the Dong Hoa residential area project has cleared more than 80% of the area; the Tan Binh - Tien Phong new urban area project has cleared nearly 99% of the area; the Kien Giang new urban area project has had nearly 1,000 households register for early land recovery, and has posted compensation plans in Tran Lam, Tran Hung Dao, and Vu Phuc wards. The remaining 2 projects, including the city center area (Le Hong Phong - Bo Xuyen) and the residential area west of Ly Bon street (Ky Ba - Tran Lam), have been approved for investment policy and are currently appraising the land use rights auction plan to select investors.
There are currently 3 social housing projects being implemented in the old Thai Binh city. The Vu Phuc ward social housing project with a scale of 666 apartments has completed the construction drawing design, fire prevention and fighting appraisal records, and is expected to start construction in September 2025. The Tien Phong - Phu Xuan social housing project with a scale of 312 apartments has been allocated land, is currently implementing the construction drawing design and is expected to start construction in October 2025. The Phu Xuan social housing project in Tran Hung Dao ward with a scale of 546 apartments has completed site clearance, and is currently completing land allocation procedures and feasibility studies.
At the meeting, departments, branches and localities focused on discussing solutions and removing difficulties such as lack of resettlement land fund, problems in moving cemeteries and businesses in the project area to speed up the progress of construction works.
Concluding the meeting, comrade Permanent Vice Chairman of the Provincial People's Committee Nguyen Quang Hung requested:
Relevant departments, branches and localities urgently develop a roadmap and speed up site clearance progress, especially for projects that are still stuck in resettlement, cemetery relocation and business relocation within the scope of implementation.
Sectors and localities proactively arrange resources for compensation and site clearance, do a good job of synthesizing reports, and resolutely handle units and localities that are behind schedule.
Land Fund Development Center No. 2 and related wards and communes need to build specific progress critical paths for each project, ensuring feasibility.
The Department of Construction coordinates with departments and branches to urgently complete appraisal procedures and grant construction permits, striving to start construction in October 2025 for social housing projects.
Project investors proactively coordinate with local authorities to focus on mobilizing resources, speeding up the implementation process to soon start construction, contributing to increasing the supply of commercial housing, meeting the demand for social housing, creating momentum for urban development, and improving the quality of life of local people.
