This afternoon, October 28, continuing the 8th session, the National Assembly discussed in groups the Draft Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army (VPA). At the discussion session, Commander of the Quang Tri Provincial Military Command, Colonel Nguyen Huu Dan, emphasized the urgency of amending the law to ensure the building of a team of competent officers, meeting the increasingly high requirements in national defense tasks, maintaining national security and sovereignty in the new period.

National Assembly Deputy Nguyen Huu Dan analyzed that the Vietnam People's Army is a force under the absolute and direct leadership of the Party in all aspects, with an important mission in protecting the Fatherland. However, the current Law on Officers still has many shortcomings that need to be overcome. For example, Article 11 of the law only stipulates the title of chief but does not include the titles of deputy chiefs, making the process of command and decentralization of tasks not yet concretized. This not only limits the role of deputy officers but also affects the effectiveness of management and operation in the army.

The delegate emphasized that adding deputy positions is necessary to ensure consistency, creating conditions for commanders at all levels to operate more effectively and flexibly in command and operation.

Regarding the age of service in the army, the current Law on Officers stipulates a rather low age limit, for example, male colonels retire at 57, female at 55, and male generals at 60, female at 55. According to delegate Nguyen Huu Dan, this regulation does not make full use of the resources of experienced, capable and highly specialized officers. The draft revised law proposes to raise the age limit for all levels, in which male colonels are increased to 58, female colonels are increased to 60; female generals are increased from 55 to 60, equivalent to male generals. This adjustment not only helps officers have more time to contribute, but also creates conditions for them to have enough time to pay insurance to receive the maximum pension as prescribed.

In addition, the draft also adds specific mechanisms and policies to attract and retain young, highly qualified officers, while improving social policies and regimes for military officers.

Delegates said that raising the service age is a necessary solution to help maintain and develop a team of experienced officers, while still ensuring the rejuvenation of the team, especially in positions requiring high flexibility and creativity.

Colonel Nguyen Huu Dan also proposed that the law should include clearer provisions on social benefits such as housing and medical care for officers, especially in remote, border and island areas. In particular, in the context of urgent need for social housing, many military officers face difficulties in accessing these basic services due to inadequacies in defense land planning.

Delegates emphasized the need for more specific regulations in prioritizing land funds for building social housing for military forces to meet the housing needs of officers working in difficult areas.

National Assembly Deputy Nguyen Huu Dan proposed that the National Assembly consider passing the Draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army at this session and take effect soon, ensuring consistency with military development policies, while creating a solid legal foundation for the military force in the new period, contributing to improving combat readiness and successfully completing tasks of protecting the Fatherland.
