Proposing a roadmap and solutions to implement the tasks of Project 06 and deploy the 2023 Law on Identification

On the afternoon of May 24, in Hanoi, Senior Lieutenant General Nguyen Duy Ngoc, member of the Party Central Committee, Deputy Minister of Public Security , Permanent Deputy Head of the Working Group implementing Project 06 of the Government chaired a meeting of the Working Group to discuss and propose a roadmap and solutions for implementing 3 groups of issues: Project 06; Resolution No. 175 of the Government approving the National Data Center Project; Implementation of the 2023 Law on Identification.

Attending the meeting were Deputy Minister of Information and Communications Pham Duc Long; Deputy Minister of Justice Nguyen Thanh Tinh; Deputy Governor of the State Bank of Vietnam Pham Tien Dung and representatives of several ministries, branches, and members of the Government's Project 06 Working Group...

Presenting the Summary Report at the meeting, Colonel Vu Van Tan, Deputy Director of the Department of Administrative Management of Social Order Police, said that based on the Conclusion Notice No. 203/TB-VPCP dated May 6, 2024 of the Prime Minister at the 8th meeting of the National Committee on Digital Transformation, he requested units to study the experience of the Ministry of Public Security in implementing Project 06, build a digital transformation project of ministries, branches and localities, ensuring connection with Project 06 in the first half of 2024.

Colonel Vu Van Tan, Deputy Director of the Department of Administrative Police for Social Order, presented a summary report at the meeting.

At the meeting, the Secretary of the Working Group asked delegates to discuss and give opinions on the implementation roadmap for 60 tasks under the responsibility of 18 ministries and branches that need to be implemented to promote digitalization of data creation, data synchronization, legal improvement, infrastructure... with a number of core goals and utilities serving national digital transformation that need to be urgently deployed, including: Identifying vessels on the basis of the national database on population, electronic identification and authentication; Building digital addresses associated with coordinates; Promoting the implementation of Directive 18 against tax loss, ensuring monetary security on the e-commerce platform; Building a Job Exchange; Developing smart tourism; Developing the night economy; Building an e-commerce platform, associated with agricultural products, regional specialties; Building a Real Estate Exchange; Developing the banking industry; Developing human resources for artificial intelligence, innovation; For localities choosing to deploy pilot models of administrative procedures in provinces and cities with islands. To ensure the effective implementation of the 2023 Law on Identification in the coming time, especially integrating 5 documents into identification (including ID card (9 digits and 12 digits), Citizen Identification (barcode and chip) and Identification card); integrating data of 13 ministries and branches into the national database on population, with a roadmap to complete synchronization with existing data from July 1, 2024, the Secretary of the Working Group proposed that the Ministry of Justice synchronize data on birth registration, marriage and divorce registration; the Ministry of Transport clean up and synchronize Driver's Licenses; Vietnam Social Security fully and promptly updates changes to serve the integration of Health Insurance and health books (currently, the Ministry of Justice has synchronized 6,816/50,373 (13.5%) cases of information correction and digitized over 17 million civil status data on the population platform).

Overview of the meeting.

The Ministry of Information and Communications reviews the infrastructure, data, and digitalization solutions for citizen phone number information fields; the Ministry of Finance reviews the infrastructure, data, and digitalization solutions for information fields: wages and salaries, business household representatives, business activities, tax registration certificates, citizen tax information, and dependents. The Ministry of Justice reviews the infrastructure, data, and digitalization solutions for information fields: birth certificate information, death certificate information, marriage registration, renunciation of nationality, judicial records; prohibition of holding positions, establishment, and management of enterprises and cooperatives in the direction of: prioritizing the synchronization of available information fields; reviewing data that is not yet available, proposing an implementation roadmap, and difficulties and obstacles in the implementation process...

At the meeting, representatives of leaders of ministries and branches discussed and reviewed the progress of all aspects of work, and at the same time proposed solutions to promote the implementation of tasks to achieve progress, ensuring the set goals and requirements.

Concluding the meeting, the Deputy Minister requested the Ministries and branches to identify the urgency in implementing the tasks of Project 06, digital transformation and implementing the Law on Identification; build a roadmap to complete the integration and provision of online public services on the National Public Service Portal, and unanimously include it in the proposal to the Government.
