To attract people to participate in voluntary social insurance

In the context that the informal sector and individual business households still account for a large proportion of workers, expanding the coverage of voluntary social insurance (VSI) not only contributes to ensuring social security for people when they reach retirement age, but also helps stabilize resources for the social security system. Therefore, in recent times, Quang Ninh province and the provincial Social Insurance have implemented synchronous and flexible solutions to attract people to participate in voluntary social insurance.

On the provincial side, the Provincial People's Council passed Resolution No. 02/2022/NQ-HDND dated November 4, 2022 stipulating the policy of supporting social insurance contributions for voluntary social insurance participants in Quang Ninh province for the period 2023-2027.

Accordingly, in addition to the support level prescribed in Clause 1, Article 14 of Decree No. 134/2015/ND-CP dated December 29, 2015 of the Government detailing a number of articles of the Law on Social Insurance on voluntary social insurance, the province will support voluntary social insurance participants with 30% of the monthly contribution for poor and near-poor households, and 20% for other subjects. Thus, when calculating the support from the Central Government according to the General Decree and the additional support from Quang Ninh province, people in poor households can be supported up to 60% of the contribution; near-poor households are 55%; other subjects are supported with the remaining 30% when participating in voluntary social insurance.

In addition, the province also strengthened the direction of Party committees and authorities, closely coordinated between the Social Insurance sector and departments, branches, and localities to focus on propagating and implementing the Resolution to the masses, mobilizing people to participate in voluntary social insurance and voluntary health insurance.

On the side of the provincial Social Insurance, continue to promote communication and mobilization to increase the number of participants. In the first 8 months of 2025, the provincial Social Insurance coordinated with relevant agencies and units to organize nearly 100 communication, dissemination, consultation and dialogue conferences; posted 110 news articles, reports, special pages and columns; broadcast 65,500 times through grassroots radio stations; produced 63 news articles, reports on the topic "Social insurance with life" with a duration of 15 minutes on provincial television; posted and shared nearly 3,000 communication products on Facebook, Zalo OA, Youtube; issued thousands of leaflets, brochures, banners, flags...

The Social Insurance also actively cooperates with post offices in the province to promote voluntary social insurance; coordinates with the An Nhien PT Collection Service Organization (an enterprise authorized by the Social Insurance to collect social insurance contributions). Voluntary, voluntary health insurance (HI) and other types of health insurance with State support for people) organize a "Combat Day" and develop a collection scenario, develop participants for the months from July to December 2025. At the same time, organize professional training for collection staff of collection service organizations in the area. This helps employees, workers, and agents when campaigning to be able to explain the mechanism, benefits and procedures for participating in voluntary social insurance to groups of people who have difficulty accessing information.

Quang Ninh Provincial Social Insurance promotes and encourages fishermen to participate in voluntary social insurance and family health insurance.

The 2025 customer care plans, the plan to organize the launching ceremony to propagate social insurance and health insurance, the plan to organize consultation conferences, dialogues on voluntary social insurance policies... in communes, wards and special zones in the province were also issued and strongly implemented by the provincial Social Insurance.

An important content in the target development strategy is the exploitation of inter-sectoral data. The provincial Social Insurance has coordinated with the Department of Finance and Tax of Quang Ninh province to review and exploit the list of units, business households, and employees who have not participated. From the beginning of the year to the end of August 2025, the unit coordinated to review 1,650 units with 8,823 employees; at the same time, from the tax data source, the provincial Social Insurance also reviewed 626 individual business households with 678 employees. The effective exploitation of these two data sources is identified as an important source of information to expand voluntary social insurance.

It is known that by the end of August 2025, the whole province had 45,286 people participating in voluntary social insurance, an increase of 13,287 people compared to the same period in 2024, reaching 95.12% of the plan assigned by Vietnam Social Security for 2025.

In the last 4 months of 2025, the provincial Social Insurance sector needs to develop 2,321 more voluntary social insurance participants. To achieve the assigned plan, the provincial Social Insurance continues to strengthen thematic communication, targeting specific target groups such as business households, rural women, and freelance workers; actively exploiting data from the Department of Finance and Tax to create lists, plan approaches and organize flexible consultation points; expand the network of quality and responsible collection service organizations. With these steps, the provincial Social Insurance can complete the set goal of developing voluntary social insurance participants in 2025, contributing to strengthening the social security pillar for people in the area.
