Proposal to 'expose' the names of those who deposit and win the land price

(CLO) Minister of Natural Resources and Environment Do Duc Duy proposed to publicize the names of auction winners who abandoned their deposits.

At the Forum “Chairman of the Vietnam Farmers’ Union – Minister of Natural Resources and Environment listens to farmers”, Mr. Do Duc Duy, Minister of Natural Resources and Environment, said that he had recommended the Government and the Prime Minister to direct localities to synchronously implement feasible, effective, strong and synchronous solutions.

First of all, localities are required to strictly implement the provisions of the Law on Property Auction, the Law on Prices, and the Land Law 2024.

Second, it is necessary to publicly and transparently disclose planning, land use plans, construction plans, and urban plans in land auction areas. The third solution is to reasonably adjust land prices in the land price list as a basis for calculating starting prices when conducting land auctions.

Minister Do Duc Duy added that according to regulations, auctioned land is invested synchronously in infrastructure and technology, so the competent authority must re-determine the starting land price accordingly. However, there are localities that invest synchronously in technical infrastructure but take the starting land price according to the plan when infrastructure has not been invested, leading to a huge difference between the starting price and the winning price, and many subjects appear to take advantage of auction activities to buy and sell for profit.

Fourth, according to the Minister, localities need to strengthen solutions to ensure the supply of residential land is suitable to the affordability and accessibility of the majority of people in need, to overcome the shortage of supply and demand in the real estate market.

Fifth, according to Minister Do Duc Duy, it is possible to stipulate a shortening of the time for paying the winning bid in the auction regulations, and at the same time add regulations to publicize cases of abandoning the winning bid for land to gain profit.

Finally, it is necessary to strengthen inspection, examination and strict handling of organizations and individuals who violate the law in land use rights auctions. The Minister believes that if the above solutions are implemented synchronously, it will overcome the shortcomings in land auction activities in recent times, especially in the districts on the outskirts of Hanoi .
