On the afternoon of October 15, the National Assembly Standing Committee gave opinions on the Draft Law amending and supplementing a number of articles of the Law on Anti-Corruption.
According to Inspector General Doan Hong Phong, one of the contents that has been revised and improved in this draft law is the agency that controls assets and income, and regulations in a unified and synchronous manner to avoid unclear authority.
Increase the annual volatility that must be declared by 3 times
Specifically, the agencies controlling assets and income include: Inspection Committees of Party Committees at the grassroots level and above; Government Inspectorate; Supreme People's Court; Supreme People's Procuracy; State Audit; Office of the National Assembly; Office of the President ; National Assembly Delegation Work Committee; Central agencies of socio-political organizations; Ministries, ministerial-level agencies, agencies under the Government and Inspectorates of provinces and centrally-run cities.
The draft law also stipulates an increase in the declared asset value from VND50 million to VND150 million for precious metals, gemstones, money, valuable papers and other assets.

To ensure consistency with the increase in the value of assets that must be declared, the draft law raises the annual fluctuation that must be declared from VND300 million to VND1 billion.
This regulation is intended to suit current practical conditions and create long-term stability.
From the perspective of the auditing agency, the Committee on Law and Justice agrees to adjust the increase in declared income assets and the change in additional declared assets.
According to Chairman of the Committee Hoang Thanh Tung, this adjustment is consistent with the practical socio-economic situation and focuses on controlling the declaration of valuable assets, reducing unnecessary administrative procedures.
In addition, Mr. Tung said there were opinions suggesting not to "rigidly" regulate the money levels in the law but to assign the Government to specify them so that they can be flexibly adjusted in each stage.
From the position of moderator of the discussion session, Vice Chairman of the National Assembly Nguyen Khac Dinh requested an explanation of the reason for increasing the level of fluctuation in asset value and income in the year that must be declared additionally from 300 million VND to 1 billion VND.

Presenting the viewpoint of the agency in charge of drafting the law, Government Inspector General Doan Hong Phong, when explaining this content, said that the proposal to increase the value of assets and income that must be declared is to suit the conditions of socio-economic development. According to him, current prices have changed a lot compared to 2018.
“The inflation rate and income of officials, civil servants and public employees have increased since 2018. We base on the inflation rate and the income growth rate for officials, civil servants and public employees to be approximately 3 times,” said Mr. Phong.
Roll out the red carpet but don't let investors "step on nails"
Also expressing his views at the meeting, National Assembly Chairman Tran Thanh Man said that the Law on Anti-Corruption must strengthen declaration and verification of assets, transparency in bidding and management of the State budget, to prevent loss, especially in construction investment projects.
The National Assembly Chairman suggested that it is possible to add provisions to the law on mandatory use of AI and Blockchain to monitor bidding, to avoid backyard situations.
Emphasizing the importance of the responsibility of the leader, the National Assembly Chairman said that it is necessary to expand this responsibility from detection to prevention and take disciplinary action if the leader allows his subordinates to commit corruption or recur corruption. These provisions can help make the Law on Anti-Corruption stronger.

Previously, during meetings with voters, the National Assembly Chairman said that many people thought that the handling of corruption was too lenient, but now there are no longer such opinions because in reality, we have recently handled corruption very seriously, including high-ranking officials at local and ministerial levels.
“That shows the spirit of no forbidden zones in anti-corruption, creating trust for foreign investors, creating trust internally, creating trust for the people,” the National Assembly Chairman emphasized.
Regarding the competitiveness index in localities, the National Assembly Chairman said that it is necessary to rely on the results of the fight against corruption to call for investment.
“How can we roll out the red carpet for investors so that they don’t have to step on thorns and nails?” the National Assembly Chairman emphasized, while pointing out the fact that current administrative procedures still have many troublesome problems.
Emphasizing that the core of anti-corruption is asset recovery, the National Assembly Chairman said that recently, in a number of cases where assets were recovered, the handling was also very humane. In addition, the National Assembly Chairman suggested paying attention to ensuring the independence of anti-corruption agencies by applying technology in this work.
