The Ministry of Construction has just sent an official dispatch to the People's Committee of Ho Chi Minh City and the People's Committee of Dong Nai province requesting consensus on the proposal to assign the People's Committee of Ho Chi Minh City to manage and operate the entire Ring Road 3 of Ho Chi Minh City.
According to the Ministry of Construction, in early August 2025, the Ministry of Construction sent an official dispatch to the People's Committee of Ho Chi Minh City and the People's Committee of Dong Nai province to agree on the proposal to assign the People's Committee of Ho Chi Minh City to manage and operate the entire Ho Chi Minh City Ring Road 3, including the section belonging to Component Project 1A of the Tan Van - Nhon Trach Construction Investment Project, Phase 1.
However, up to now, the Ministry of Construction has not received comments from the two localities on this issue while Component Project 1A, invested by My Thuan Project Management Board, has been completed and put into operation since August 19, 2025.
“In order to have a basis to report to the Prime Minister to assign the Ho Chi Minh City People's Committee to manage and exploit the section in sync with the entire Ho Chi Minh City Ring Road 3, we request that the two localities soon reach a consensus on the proposed content of the Ministry of Construction,” the Ministry of Construction's dispatch stated.
It is known that Component Project 1A of the Tan Van - Nhon Trach Construction Investment Project Phase 1 is one of the component projects of Ho Chi Minh City Ring Road 3, connecting Component Project 1 invested by Ho Chi Minh City People's Committee and Component Project 3 invested by Dong Nai Provincial People's Committee.
Up to now, Component Project 1A, invested by My Thuan Project Management Board, has been accepted and put into operation on August 19, 2025, contributing to the completion of the traffic network connecting Ho Chi Minh City and Dong Nai province, especially important in connecting with Long Thanh International Airport.
After being invested and completed, Ho Chi Minh City Ring Road 3 will form an expressway connecting neighboring localities in Ho Chi Minh City, contributing to increasing connectivity and opening up development space in the region.
“The organization of management and exploitation of the entire route needs to be studied and assigned to a presiding agency to ensure comprehensiveness, synchronization, and traffic safety and order, especially related to the management and operation of works serving exploitation and toll collection (intelligent traffic systems, automatic toll collection systems, etc.)”, the leader of the Ministry of Construction assessed.
Ho Chi Minh City's Ring Road 3 is 92 km long, of which the section through Ho Chi Minh City is 73 km long, the section through Tay Ninh is 6.8 km long, and the section through Dong Nai is 11.2 km long.
In particular, in mid-June 2022, the National Assembly approved the investment policy for the Ho Chi Minh City Ring Road 3 construction investment project.
The total length of the project route is 76.34 km according to the scale of a class 100 expressway, divided into 4 lanes and parallel roads on both sides (urban roads with 2-3 lanes) with discontinuous investment, with a preliminary total investment of 75,378 billion VND.
Investment preparation and project implementation progress from 2022, basically completed in 2025 and put into operation from 2026.
