The draft Law on Thrift and Anti-Wastefulness (replacing the 2013 Law on Practicing Thrift and Anti-Wastefulness) has just been sent by the Ministry of Finance to the Ministry of Justice for review. The drafting agency believes that changing the name of the law is to emphasize the “compulsory” nature, considering thrift and anti-wastefulness as social ethical standards, not just an action that is encouraged to practice.
The Draft Law has reviewed, supplemented and identified more specifically wasteful behaviors, especially in areas prone to loss such as public investment, public asset management, bidding and auction; specifically, it has added 9 groups of wasteful behaviors and 9 groups of violations in organizing the implementation of waste prevention and control.
At the same time, the draft also adds specific disciplinary sanctions for leaders and individuals who violate the law, instead of just general references to other laws as is currently the case.
In particular, the establishment of a national database on savings and anti-waste is a completely new regulation, which will build a public national database on savings and anti-waste to update the situation nationwide. At the same time, it is necessary to add a regulation to choose May 31 every year as "National Saving and Anti-Waste Day", creating an annual event to spread the spirit and build a culture of savings throughout society, as directed by General Secretary To Lam .
The draft also adds provisions on developing a long-term national strategy on waste prevention and control (instead of just a 5-year program as at present). Ministries, branches and localities will proactively issue their own annual programs on saving and waste prevention without having to wait for the Government 's overall program.
According to the Ministry of Finance, these changes are expected to create positive and far-reaching impacts on society such as raising awareness and building a culture of savings; enhancing transparency and public supervision.
The establishment of a public National Database is a great step forward in transparency, creating an effective mechanism for the National Assembly, the Fatherland Front, mass organizations and especially the people to monitor, supervise, inspect and detect waste easily and systematically.
Along with measures to deter, prevent and strictly handle wasteful behavior, the draft (when officially becoming law) is expected to improve the efficiency of using national resources.
