The Political - Administrative Center and the Conference - Performance Center of Hai Phong City are located in the North Song Cam Urban Area with a total investment of nearly 5,000 billion VND, and are expected to become a new symbol of the city.
The investment project to build the Political - Administrative Center and the Conference - Performance Center of Hai Phong City in the North Song Cam Urban Area (Thuy Nguyen District) started construction in 2023; the total investment is nearly 5,000 billion VND. The two projects considered as new symbols of Hai Phong City have taken shape, expected to be put into operation next year. For the investment project to build the Political - Administrative Center, the traffic system and the synchronous technical infrastructure system, the total investment is more than 2,500 billion VND. The scale of the project includes 14 blocks of buildings, symmetrically designed along the two axes of north - south and east - west. Of which, there are 4 blocks of 3 floors; 4 blocks of 4 floors, 4 blocks of 5 floors, 2 blocks of 15 floors. The construction area of the project is more than 29,000m2, the total floor area is about 89,500m2. 
Two 15-storey buildings located symmetrically with a maximum height of 74.4m, gradually lowering towards the inside, creating a converging highlight. 
In addition to the main building, in front of the building is a 19-hectare square, where major city activities will take place in the future. 
The construction of the Political - Administrative Center for the city's agencies to have a new, modern, convenient headquarters, serving and operating more effectively. It is also a favorable condition to apply modern, smart technologies to support administrative transactions, information processing, improve and enhance the efficiency of serving people and businesses. From there, it contributes to creating a new, modern, civilized urban architectural landscape, creating new momentum for the development of adjacent areas; promoting the city's socio -economic development. 
Next to the Political - Administrative Center is the Conference - Performance Center with a total investment of more than 2,300 billion VND. The project is built on an area of more than 12.3 hectares, with a scale of 3 floors above ground and 1 basement, a total floor area of nearly 50,000 m2 with about 1,500 seats. 
The Conference - Performance Center is designed in a round and soft shape like the image of ocean waves and rivers, bearing the unique characteristics of the estuary land of Hai Phong. This is a multi-purpose project, qualified to organize large-scale political, foreign affairs, cultural and social events such as conferences, large national and international seminars, art performances... According to the leader of the People's Committee of Hai Phong City, this is a project of architectural value, together with the Political - Administrative Center project, it will contribute to completing the architectural landscape of the new urban area of Northern Song Cam in a synchronous and modern direction, of international stature. The project is also a symbol of the development and expansion of the city in the new period.
