It clearly states: In 40 years of innovation, especially since the re-establishment of Ninh Binh province, the Provincial Party Committee has always paid attention to, led, and directed the serious implementation of the Party's innovation policy, with creative application to unleash resources and maximize the potential and strengths of the locality. Party committees, authorities at all levels, cadres, party members and people of all walks of life grasp the Party's basic viewpoints, policies, goals and tasks on the innovation policy, on that basis apply and implement creatively in practice, contributing to creating high unity of will and action within the entire Party Committee and consensus among the people.

Through the Congress terms, the Ninh Binh Provincial Party Committee has chosen a development perspective, gradually shaped the direction and priority areas, implemented economic restructuring, maximized the potential and strengths of the locality, creating strong changes in the province's socio-economic situation. Up to now, the perspective of economic development has been clearly shaped in the direction of fast, strong and sustainable, focusing on 3 pillars of driving force for economic growth: High-tech supporting industry, clean technology; Organic, ecological, advanced agriculture; Developing tourism to become a key economic sector.

The work of building and rectifying the Party and the political system has received comprehensive, focused and key direction and achieved good results; the leadership capacity and fighting strength of Party committees and organizations at all levels have been enhanced; the effectiveness and efficiency of management and administration of governments at all levels have been enhanced; the political system and the great national unity bloc have been consolidated and strengthened. Foreign affairs have received attention; administrative reform, application of information technology, e-government building, digital transformation, citizen reception, and settlement of complaints and denunciations have had positive changes.

The report also pointed out limitations, shortcomings and causes; highlighted lessons learned and major issues facing the locality in the new period; gave a general assessment of the work of building and rectifying the Party and a clean and strong political system in the locality; outlined the vision and orientation for continued innovation and recommendations to the Central Government.

Presenting the Summary Report assessing the general situation of the implementation of socio-economic development tasks and ensuring national defense and security of the province, Chairman of the Provincial People's Committee Pham Quang Ngoc said: During the 13th Congress term, after nearly 40 years of innovation and 32 years of re-establishment of the province, the socio-economy of Ninh Binh province has achieved many outstanding, important and comprehensive achievements in all fields.

The economy has developed quite well, in 2023 the growth rate reached 7.27%, ranking 23rd out of 63 provinces and cities nationwide. The scale of the economy has been expanded. The total social product in 2023 reached over 89 trillion VND (about 130 times higher than the year the province was re-established); GRDP per capita reached 88.03 million VND (105 times higher than the year the province was re-established). Industrial production has developed and has had timely and correct changes in direction in each specific period, affirming its role as a driving force in economic growth; Ninh Binh is one of the 3 largest automobile manufacturing centers in the country.

The service sector continues to develop, tourism has many changes in quality, gradually becoming a spearhead economic sector, a national and international tourism center, always in the top 10 provinces with the highest number of visitors in the country, and the top 15 destinations in the world. In 2023, the GRDP value of the entire service sector reached 20.4 trillion VND, 137 times higher than in 1992, accounting for 38.2% of the total GRDP of the whole province. Total export turnover increased sharply, reaching 3.13 billion USD in 2023, 1,275 times higher than in 1992.

Agriculture, forestry and fishery have developed quite comprehensively and stably in the direction of sustainable commodity production; the new rural construction program has achieved many positive results. Since 2022, Ninh Binh has become a province that balances its budget and has regulation from the Central Government. Culture - society, national defense - security and foreign affairs have made much progress.

The poverty rate has rapidly decreased from 30% in 1995 to 1.86% in 2023, 100% of poor and disadvantaged households have been supported to build and repair houses. In the 2023-2024 school year, Ninh Binh ranked 6th nationwide in terms of the rate of students winning national high school awards. The administrative reform indexes, governance and public administration efficiency, competitiveness, and innovation are always in the top 20 of the country...

From the development practice after more than 32 years of re-establishment of the province, 40 years of innovation, the province has also summarized good models, creative thinking on economic development, socio-culture, in management, innovation of economic structure model in industry, agriculture and services. Notable are: transforming the growth model from "brown" to "green"; mobilizing and effectively using resources and joint ventures, associations in attracting investment; transforming thinking from agricultural production, taking output as a measure to agricultural economic thinking...

Speaking at the working session, members of the delegation expressed their impression of the achievements of Ninh Binh province over 40 years of implementing the renovation policy and 32 years of re-establishing the province. Highly appreciating the reports presented at the conference which were well-prepared, elaborate, and scientific, helping the delegation to collect many issues in both theory and practice, the members of the delegation discussed and clarified the following issues: Important results of Ninh Binh over 40 years of renovation; lessons learned and major issues drawn; risks and challenges for the development of the province in the coming time; recommendations directly related to the development of the locality, proposals on Party building and a clean and strong political system; lessons learned in transforming the economic model from "brown" to "green"; orientations and visions of the millennium heritage city; experience in building solidarity between religions and non-religious people; work on developing party members; solutions for developing cultural industries…

At the working session, Secretary of the Provincial Party Committee Doan Minh Huan and the Standing members of the Provincial Party Committee analyzed and clarified the issues of concern to the members of the Delegation related to the province's orientation on developing cultural industry; rural-urban relations; the goal of building Ninh Binh into a centrally-run city, a center for startups, innovation and creativity; experiences in implementing internal affairs, religion, developing party members, improving the quality of implementing Party directives and resolutions; organizing the payroll, streamlining the apparatus; encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good; difficulties and shortcomings in Party building work; improving the quality of growth and lessons learned; bottlenecks, obstacles, difficulties and solutions; promoting resources for the development of the province...

Concluding the working session, comrade Phan Dinh Trac, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Internal Affairs Commission, Standing member of the Party's XIV Congress Document Subcommittee, Head of the working delegation acknowledged and highly appreciated the efforts, endeavors and achievements of the Party Committee, government and people of Ninh Binh province over 40 years of implementing the renovation policy and the Resolution of the 13th Party Congress in the locality.

In particular, focusing on innovating the Party's leadership methods, political and ideological work; experience in organizing the implementation of the Party's Resolution; recommendations on breakthroughs need to be synthesized to report to the Party's XIV Congress Document Subcommittee.

In his response, Provincial Party Secretary Doan Minh Huan expressed his joy and excitement to welcome and work with the delegation, considering this an opportunity for Ninh Binh to share results, experiences, visions, orientations and recommendations with the Central Government.

The Provincial Party Secretary respectfully thanked and seriously accepted the direction of the Head of the Central Internal Affairs Commission and the suggestions of the members of the Working Group. Ninh Binh province will concretize them in the Resolution of the 23rd Provincial Party Congress, term 2025 - 2030, and affirmed that these are important suggestions for Ninh Binh to continue to focus on leadership and direction to better implement the work of building and developing the economy, culture, society, ensuring national defense and security.

The province also hopes to continue receiving the attention, support and assistance of the Head of the Central Internal Affairs Commission and the Working Group, especially in new and difficult tasks to gradually complete the set goals, visions and great aspirations, bringing Ninh Binh to develop more and more quickly and sustainably with the country.
