Last August, Hue City Police continuously arrested subjects related to illegal possession and use of drugs.

At A Luoi 2 commune, the commune police coordinated with functional forces to inspect the abandoned camp area in Dut 1 village (A Luoi 1 commune) and discovered 2 subjects showing signs of drug use, so they proceeded to check, but both of them ran away.

During the pursuit, the task force arrested Ho Van Duong (born in 2004, residing in Dut 1 village, A Luoi 1 commune) and discovered that he had thrown a plastic bag containing 200 pink pills (suspected to be methamphetamine). The remaining subject was identified as Ho Van Ngoc (born in 2001, also residing in Dut 1 village). The next morning, this subject presented himself to the A Luoi 1 commune police station.

According to Hue City Police, implementing the two-level local government model means that the management area is wider, but the police in communes and wards in the area have increased patrols and controls. Thereby, they have promptly detected and arrested many subjects illegally storing and using drugs and seized large quantities of drugs.

The police of communes and wards have implemented many key solutions to prevent and combat drugs, such as: Regularly checking the population, household registration, checking business establishments with conditions on security and order; managing addicts, post-addicts, subjects with criminal records... At the same time, focusing on improving the effectiveness and replicating the models of "Safe inter-family groups", "Residential areas without crime and social evils", "Urban order self-management groups in residential groups", "Farmers' Associations propagandizing drug prevention and combat"...

100% of communes and wards are "drug-free"

Hue City People's Committee implemented Plan No. 302/KH-UBND dated September 12, 2023 on expanding the work of transforming the situation of crime and drug abuse in district-level areas of Thua Thien Hue province (now Hue City). The targets and objectives of the plan were all achieved and exceeded, maintaining 27 commune-level areas free of drugs. Of which, 54 commune-level areas with no drug addicts were consolidated and maintained, 46 commune-level areas with drug addicts were reduced, and the increase in drug users in 26 commune-level areas was controlled. In addition, 28 commune-level areas remained free of illegal drug users, 62 commune-level areas with illegal drug users were reduced, and the increase in users in 51 commune-level areas was controlled.

Implementing the directives and deployment documents of the Politburo and the Government on drug prevention, control and combat and the National Target Program on drug prevention and control until 2030; based on Official Dispatch No. 3524, dated August 6, 2025 of the Ministry of Public Security on coordinating and directing the strengthening of drug prevention and control in the new situation, the City People's Committee assigned the City Police to advise and issue Plan No. 361/KH-UBND, dated August 26, 2025 on building "drug-free communes and wards" in the period of 2025 - 2030 at the commune level.

Speaking at the conference to deploy the Plan to build "drug-free communes and wards" for the period 2025 - 2030, Standing member of the City Party Committee, Permanent Vice Chairman of the City People's Committee Nguyen Thanh Binh requested departments, branches, organizations and People's Committees of communes and wards to soon issue resolutions, plans and organize implementation conferences; assign Party committees and executive committees to be in charge of each locality; establish a steering committee to build "drug-free communes and wards". In particular, attach the responsibility of the head of the People's Committee at the commune level, affiliated agencies, units and grassroots cadres to the implementation results.

From now until September 14, 2025, units will focus on reviewing and assessing the current situation of drug abuse in 12 communes and wards; accurately counting the number of addicts, illegal drug users, post-rehabilitation drug users and at-risk subjects; and inspecting service businesses that are prone to abuse to develop a suitable roadmap...

Standing Vice Chairman of the City People's Committee Nguyen Thanh Binh emphasized: Departments, branches, agencies, and commune-level authorities must determine their main task is to reduce demand; the armed forces, directly the police and border guards, have the main task of blocking supply; the task of the prosecution agency is to investigate, prosecute, and try to ensure no wrongful convictions or omissions, and to thoroughly handle cases, ensuring deterrence.

The City People's Committee leaders also assigned responsibility to the City Police - the Standing Agency of the City Steering Committee 138 to preside over and coordinate with staff units to strengthen inspection and evaluation of the implementation of units and localities.
