Overview of the working session.
Implementing Directive No. 35-CT/TW and Plan No. 320-KH/TU of the Provincial Party Committee Standing Committee on Party Congresses at all levels towards the 14th National Party Congress, preparations for the Ninh Hai District Party Congress for the 2025-2030 term have been urgently deployed; the political report submitted to the congress has been carefully prepared, ensuring progress. Up to now, the branches and Party Committees have basically prepared detailed outlines and contents of the draft political report, and are organizing to collect comments on the second draft. The District Party Committee Standing Committee has established sub-committees to prepare for the congress.

Thereby, the subcommittees developed implementation plans, assigned members of the subcommittee to prepare relevant contents, and established 4 working groups to direct the congresses of branches and grassroots party committees. In particular, the focus was on two units that selected model congresses, the Thanh Hai Commune Party Committee and the Khanh Hai Town Party Committee. The grassroots party committees were directed to select 1-2 subordinate party cells to organize model congresses to gain experience. The initial personnel preparation work was proactively deployed, from the planning stage, internal political protection, arrangement, assignment; reviewing and supplementing the planning, removing it from the planning list. Up to now, all grassroots party committees have developed personnel plans according to the instructions; and are implementing the procedural steps on personnel work according to regulations.

Speaking at the working session, the Standing Deputy Secretary of the Provincial Party Committee highly appreciated the direction and implementation of the Ninh Hai District Party Committee Standing Committee. At the same time, he requested the District Party Committee Standing Committee to continue to closely follow Directive 35-CT/TW and the directives and instructions of the higher-level Party Committees on Party Congresses at all levels to properly implement the regulations. In particular, it is necessary to closely follow the progress of each work content, clearly define responsibilities to be more determined in the direction and preparation work to ensure the success of Party Congresses at all levels.
Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council gave a speech at the working session.
Strengthening propaganda work to create trust, excitement, unity within the Party Committee, and consensus among the People. Launching and promoting practical patriotic emulation movements to welcome Party Congresses at all levels. Strengthening Party building and rectification, ensuring national defense and security, and achieving achievements to welcome Party Congresses at all levels for the 2025-2030 term. It is necessary to orient the development of key sectors and fields to build a green, sustainable, safe, friendly, prosperous, civilized, and happy district. Focusing on serving the Congress to ensure thoughtfulness and solemnity, especially strengthening propaganda in many forms. Focusing on leadership, direction, urging, and inspection of the preparation and organization of the Congress of the Party Committees under the direct management, towards the District Party Congress to ensure quality, efficiency, on schedule, and within the prescribed time.
