On the afternoon of September 30, at the preparatory session of the 20th Ha Tinh Provincial Party Congress for the 2025-2030 term, delegates contributed many enthusiastic, frank and responsible opinions in many fields.

Director of the Department of Home Affairs, delegate Trinh Van Ngoc said that in the 2020-2025 term, the Administrative Reform Index of this locality has always been in the good group in the country and the top in the North Central region. Ha Tinh is also one of the four provinces that completed the Project on rearranging commune-level administrative units the earliest to submit to the Central Government. The work of rearranging the government apparatus was carried out in a systematic, scientific and effective manner, creating high consensus among cadres, party members, civil servants, public employees, workers and people.

To successfully implement the goals, key tasks and breakthroughs of the new term, delegate Trinh Van Ngoc recommended that all levels and sectors need to do a good job of propaganda, creating high consensus among cadres, party members, civil servants, public employees, workers and people on implementing the policy of organizing two-level local governments. Organize and promptly deploy the arrangement of public service units, state-owned enterprises and focal points within agencies and organizations in the political system, clearly defining functions, tasks and powers.

Research and determine job positions as the center of public service management; arrange and assign staff in accordance with the functions and tasks of each agency and unit. Organize staff assessment using quantitative criteria linked to results and products according to job positions, closely linked to salary, bonus, promotion opportunities and screening from the system. Timely train and foster staff, civil servants and public employees, especially at the grassroots level. Focus on reviewing and simplifying administrative procedures, promoting the provision of online public services throughout the process so that people can perform administrative procedures anytime, anywhere, minimizing time and travel costs.

Delegate Nguyen Thi Nguyet, Director of the Department of Education and Training, said that in order to comprehensively develop learners' qualities and capacities, contributing to creating high-quality human resources to meet the requirements of the new period, the province needs to have policies to ensure conditions of facilities and equipment, build national standard schools, happy schools, ensure staff for education and training development; improve the quality of training and fostering, and effectively use the team of managers, teachers and staff.

According to the Director of the Department of Education and Training, delegate Nguyen Thi Nguyet, the education and training sector in the coming term will focus on comprehensive education of morality, intelligence, physical fitness, aesthetics, education of life ideals, life skills, digital skills, enhancing cultural education, arts, physical education for students, contributing to the successful implementation of building and developing Ha Tinh culture and people in the new period. Continue to innovate teaching methods and forms, innovate assessment and evaluation in the direction of developing learners' capacity and qualities, and build an "open" teaching space. Promote the application of information technology, digital transformation and artificial intelligence (AI) in management and teaching to create a change in the quality of education and industry governance.

Regarding tourism, delegate Nguyen Ba Duc, Secretary of the Party Committee of Thien Cam commune, said that although there have been many policies to stimulate demand and develop tourism in recent times, especially focusing on investment in transport infrastructure, diversifying products, calling for investment projects and promoting the image, the number of tourists to Ha Tinh in general and Thien Cam in particular has gradually increased. Many new accommodation facilities have been invested in, and a number of entertainment and resort services have been formed.

Thien Cam has a long stretch of fine white sand, but tourism has not been adequately developed.

However, compared to its inherent potential, development is still modest. Connecting transport infrastructure, environmental treatment, large-scale accommodation facilities, unique tourism products, high-quality human resources, etc. are still lacking and weak. In particular, development lacks synchronization, planning lacks long-term vision and is not closely linked to green growth orientation and international integration.

Delegate Nguyen Ba Duc commented that the province needs to develop a master plan for tourist areas in general and Thien Cam tourist area in particular with a long-term vision, in sync with the socio-economic development plan. Prioritize the allocation of investment resources, complete connecting traffic infrastructure, service infrastructure, create favorable conditions to attract large corporations to invest in tourism development... Focus on developing unique tourism products, improving tourist experiences. Promote the image of coastal tourist areas through digital platforms; strengthen regional linkages to form coastal tourism routes. Focus on environmental management, ensuring hygiene, food safety and the image of a clean - beautiful - civilized destination.

In addition, a number of other delegates also made recommendations and proposals in many different fields. The delegates' opinions and enthusiastic and responsible discussions were in line with the people's aspirations, demonstrating high political determination with the common goal of bringing Ha Tinh to comprehensive and sustainable development in the new term.
