Breakthrough in salary negotiation for workers

General Secretary Nguyen Phu Trong is expected to deliver an important speech to direct the congress. In addition, the congress will elect the Executive Committee of the Vietnam General Confederation of Labor (VGCL) for the 13th term.

1,100 delegates representing the will and aspirations of 11 million union members attended the congress.

Speaking at the first session held on December 1, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang said that in the 2018-2023 term, the Vietnam Trade Union carried out its tasks in the context of a more difficult world and domestic situation than expected. The world situation was changing rapidly, complicatedly, and unpredictably, especially the negative impact of the Covid-19 pandemic, which has affected all aspects of life, including employment, income, and the lives of union members, workers, and trade union activities.

"In that context, with the determination to overcome difficulties, promote tradition, dynamism, creativity, for union members and workers, trade unions at all levels continue to innovate the content and methods of operation, propose many policies and solutions, organize implementation and basically complete the goals, targets and tasks of the Resolution of the 12th Congress of the Vietnam Trade Union," Mr. Khang emphasized.

The 13th Congress of the Vietnam Trade Union took place over 3 days, from December 1 to 3, with the task of objectively and comprehensively assessing the implementation of the Resolution of the 12th Congress of the Vietnam Trade Union, concretizing the Party's policies on building a strong working class and trade union organization, and reviewing the leadership role of the Executive Committee and Presidium of the 12th Vietnam General Confederation of Labor.

The Congress also determined the goals, directions, and tasks of the workers', civil servants', and laborers' movement and trade union activities for the next five years; and amended and supplemented the Trade Union Charter.

Reviewing the achievements in the past term, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said that trade unions at all levels have carried out many activities, especially in representing, caring for, and protecting the legitimate rights and interests of union members and workers. Notable achievements in wage negotiations include: Over the past 5 years, the trade union has proposed to increase the regional minimum wage by 25.34%. Dialogue and collective bargaining activities have been enhanced and have seen many innovations.

During the term, 15,832 new collective labor agreements were signed, bringing the total number of signed collective labor agreements to 42,550; there were 22 collective labor agreements of groups of enterprises with 224 participating enterprises and units, benefiting 119,336 employees.

Within the framework of the congress, there will be 10 thematic forums to discuss and propose initiatives for 10 major issues facing trade union organizations. In particular, delegates will discuss 3 breakthroughs in the coming term, including: promoting dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, occupational safety and hygiene; focusing on developing union members, establishing grassroots trade unions in non-state enterprises; building a team of grassroots trade union presidents to meet the requirements of the task, especially trade union presidents in non-state enterprises.

In the first session, the congress elected the presidium, the secretariat, the committee for examining the qualifications of delegates; approved the working program and regulations of the congress; reported the results of examining the qualifications of delegates; presented an overview of the Report of the Executive Committee of the 12th Vietnam General Confederation of Labor to the congress; the review report of the Executive Committee of the 12th Vietnam General Confederation of Labor; and reported on the amendments and supplements to the Charter of the Vietnam Trade Union.
