Slow progress in handing over the site

According to Mr. Vo Truong Giang - Director of Project Management Board 4 (Vietnam Road Administration), the project to improve and upgrade National Highway 14E, km15+270 - km 89+700, Quang Nam province (old), the section passing through the communes of Thang Binh, Viet An and Hiep Duc still has many problems.

Hiep Duc commune alone has handed over 8.9km/9.35km, of which 1.165km has been handed over but not continuously, still stuck with 27 households.

Of these, 22 households have approved but not yet received compensation. Through investigation, only 8 households agreed to the plan and 14 households did not agree. There are 8 newly approved households waiting to receive money; 4 households approved but did not agree to the plan; 10 households have paid but did not agree to receive money; 4 households have not been approved.

There is one household in the compensation plan for Tan Binh bridge project that is subject to complete clearance (Mr. Nguyen Can's household, daughter-in-law Nguyen Thi Tuyet Nhung), and there is still no relocation plan.

Director of Project Management Board 4 Vo Truong Giang added that the site clearance work for the National Highway 14E Improvement and Upgrade Project has not progressed since the two-level government was put into operation. The work of propagandizing and mobilizing people in some communes has not achieved significant results.

The focal point for compensation and site clearance has not been identified, so compensation cannot be paid to the people. Some localities have handed over the site but not continuously, some locations have not completed the relocation of electricity and water systems...

Mr. Vo Truong Giang requested the City People's Committee to continue to pay attention and direct relevant units to complete the handover of the entire clean site before August 30, 2025, according to Document No. 7192 of the Ministry of Construction , dated July 23, 2025. Particularly, the scope of the railway overpass before July 30, 2025.

“Up to now, Project Management Board 4 has not yet been handed over additional land for the railway overpass area. The end of the year often has heavy rains, and weather conditions are not favorable for the construction of the foundation and road surface to complete the project on schedule,” said Mr. Giang.

Mr. Vo Truong Giang proposed that the City People's Committee continue to pay attention, direct, and soon make a decision to assign the project investor to clear the site to the units after the merger. Quickly guide and assign tasks to the units participating in the compensation and site clearance work to continue to pay money and hand over the site for the project.

Propose that the Party Committee and People's Committee of the communes promptly approve the compensation plan, mobilize people to promptly hand over the site for the project, and not obstruct the construction. Quickly have a plan to protect the construction for households that do not comply, especially those that have received money and are located within the scope of the railway overpass.

Efforts to overcome difficulties

Mr. Luu Hoang An, Chairman of Hiep Duc Commune People's Committee informed that as of August 5, Hiep Duc Commune has approved 64 compensation, support and resettlement plans for 1,658 households with a budget of 97,657 billion VND, total area of ​​272,013.07m2. Disbursed 92,196 billion VND, reaching 97%.

Hiep Duc currently has 9 households that have not yet handed over their construction sites. Although these are households that have had the decision approved, the households agreed on the compensation and support plan, and received the money before handing over the construction site.

There are 14 households that do not agree on the compensation and support plan, including households that have not yet paid or have paid but not received. There are 4 households that have not approved the compensation and support plan.

Mr. Luu Hoang An said that for the 9 households that have not yet handed over the site but have had an approved decision, the households will agree on the compensation and support plan and receive money before handing over the construction site. After the City People's Committee issues a document assigning the right to be the investor of the sub-project of compensation and site clearance for the project, the section passing through Hiep Duc commune to the Hiep Duc Area Construction Investment Project Management Board, the money will be paid to the people in accordance with regulations.

“For 4 households that have paid but have not received it, the Commune People's Committee will continue to mobilize and consolidate the documents to enforce construction for those who deliberately do not hand over the site. For the 10 households that have not paid, after decentralizing the tasks to the Hiep Duc Area Investment and Construction Project Management Board, the Commune People's Committee will organize the payment. In case the households do not agree, they will continue to mobilize and consolidate the documents to enforce construction for those households that deliberately do not hand over the site. For households that have not approved the compensation and support plan, the Commune People's Committee will proactively coordinate with the Hiep Duc Area Investment and Construction Project Management Board to resolve related problems and develop a compensation and support plan in accordance with regulations,” Mr. Luu Hoang An shared.

At the working session with the People's Committee of Hiep Duc commune and related departments and units, Vice Chairman of the City People's Committee Phan Thai Binh emphasized that the locality urgently coordinates with related units to immediately implement compensation and site clearance plans, carefully review documents, projects, and implementation steps.

Where there are any problems, the city should be requested to direct and resolve them. The handover of the site must be on schedule and the construction unit must implement the project on schedule to avoid delays and prolonged backlogs.

It is necessary to urgently speed up the implementation of projects that are not stuck with land clearance. Units with legal entities and seals should continue to implement, only when the city directs to stop.

“For households that have not agreed, we suggest that the locality actively coordinate and mobilize for the last time, making the most of the steps, mechanisms, and policies to support the people, but these policies must be within the legal framework. In cases where the steps, procedures, and records have been properly implemented, are strict, public, and transparent, but the people do not comply or deliberately obstruct, we need to quickly come up with a plan to protect the construction, and take strong measures and enforce them according to the provisions of the law,” Vice Chairman of the City People's Committee Phan Thai Binh emphasized.

The project to improve and upgrade National Highway 14E, section km15+270 - km89+700, Quang Nam province (now Da Nang city) has a total route length of 71.38km. The project runs through 7 communes including: Thang Binh, Dong Duong, Viet An, Hiep Duc, Phuoc Tra, Phuoc Hiep and Kham Duc, with a total investment of 1,848.2 billion VND. Regarding site clearance, localities have handed over 68.9km/71.38km, reaching 96.52%. In the communes of Thang Binh, Viet An and Hiep Duc, the progress of handing over the remaining site is very slow. In particular, the communes of Phuoc Tra, Phuoc Hiep and Kham Duc have handed over the entire site.
