In 2018, the People's Committee of Nghe An province approved the project to build a new Phan Boi Chau High School for the Gifted in Nghi An commune (Vinh city) and Nghi Phong commune (Nghi Loc district) with 3 phases.

Phase 1 of the project has a total capital of 95 billion VND. At this stage, the project is assigned to the Nghe An Department of Education and Training as the investor.

Phase 1 of the project has an area of 85,233m2, construction scale, including: classroom block, functional rooms, library and staircase system, corridor.

In 2023, the People's Council of Nghe An province issued a resolution to invest in phase 2 of the project, with a budget of more than 101 billion VND. Phase 2 was assigned to the Nghe An Provincial Civil and Industrial Construction Investment Project Management Board as the investor.

The construction scale of phase 2 includes: a 3-4 storey head office building with a construction area of nearly 500m2; a dining hall of more than 700m2; a 4-storey student dormitory; a fire protection system, a transformer station, an underground water tank... Up to now, phase 2 of the project has not been implemented.

Talking to Dan Tri reporter, Mr. Nguyen Mau Luong, Director of Nghe An Civil and Industrial Construction Investment Project Management Board, said that because the project has been suspended for 2 years, some items have been degraded, causing waste. This phase is being designed and compensated for site clearance.

According to Mr. Luong, the entire project has 3 phases, estimated at about 500 billion VND.
