Ms. Pham Tran Truc Mai, Secretary of the Hai Van Ward Youth Union, said that after the merger, the ward has arranged an additional point to receive and return results at the People's Committee of Hoa Bac Commune (old) to serve the people.
However, some mountainous areas far from the center still have many difficulties in traveling and accessing administrative procedures.
The “1+20” model aims for each union member and youth to directly “go to every alley, knock on every door” to support 20 households in carrying out administrative procedures and getting acquainted with online public services.
Currently, the model has 70 members participating, including union members, university and college students, and young people from military units stationed in the area.
Ms. Nguyen Thi Pham (70 years old, resident of Ta Lang village) emotionally shared: “My house is far from the center, it is difficult to travel so I rarely have access to administrative procedures. Today, the union members came to my place, talked to me and helped me complete the documents to receive social pension benefits of 500,000 VND/month. I am very happy because everything was guided quickly and thoughtfully.”
According to Mr. Nguyen Ba Nam, Deputy Director of Hai Van Ward Public Administration Service Center, in the first days of implementation, the model supported 86 people, installed 3 personal digital signatures and gave away nearly 30 free SIM cards.
People are very excited, especially the elderly and people in remote areas, because the need to access public services is very practical now.
In the coming time, the model is expected to expand, supporting more than 1,350 households in villages of Hoa Bac commune (old), with priority given to the Co Tu people in Ta Lang and Gian Bi.
Assessing the initial effectiveness, Mr. Nguyen Thuc Dung, Chairman of Hai Van Ward People's Committee, affirmed: "The "1+20" model is expected to contribute to improving the quality of administrative reform in the locality, while spreading the spirit of volunteerism among young people in serving the community.
In Hoa Xuan ward, 60 union members and youth were mobilized to visit people's houses.
According to Ms. Nguyen Thi Bich Ngan, Secretary of the Ward Youth Union, many people, especially the elderly, were initially hesitant about technology. However, when they received enthusiastic guidance from union members and youth, they realized that accessing online public services was not as difficult as they imagined.

“The union members and youth have actively accompanied the people in the digital transformation process, especially in guiding them in registering and logging into public service accounts, performing procedures such as birth registration, residence confirmation, electronic identification declaration, using the VNeID application, etc. We will continue to organize volunteer teams to go to each village to support the people, contributing to building a digital government from the grassroots level,” Mr. Von emphasized.
