Propaganda and legal dissemination activities are organized in a diverse and flexible manner according to people's information receiving habits. Instead of relying only on conferences, the government, the Fatherland Front, associations and unions coordinate with a team of specialized reporters to carry out mobile propaganda sessions, show legal films, dramatize legal situations, and distribute leaflets and short documents in both Vietnamese and ethnic languages...
In the first 6 months of 2025, sectors and localities compiled and published 7,600 legal aid handbooks, 39,720 leaflets to propagate the law and legal aid to ethnic minorities. Thereby, helping people to easily absorb, remember for a long time and know how to apply the law to solve daily life problems.
Localities have promoted the role of village and hamlet chiefs, village elders, clan leaders, and prestigious people in legal communication. They are the bridges, conveying legal messages in familiar language, suitable to local customs, reducing formality and increasing practical effectiveness. In the first 6 months of 2025, the whole province organized 15 conferences and training courses on legal dissemination for commune and hamlet officials; encouraged the integration of legal content in community activities, from village meetings to cultural festivals, creating a habit of regular contact with the law.
The legal aid network has been strengthened to ensure the real rights of ethnic minority people, especially the poor and those with limited literacy and language. Mobile legal aid sessions held at the commune People's Committee headquarters, village cultural houses or at households when needed have promptly answered questions about land, policies, marriage, family, inheritance, administrative procedure support... for people. Lawyers' organizations, legal advisory groups of professional associations, and the State Legal Aid Center (Department of Justice) work closely to bring the law as close as possible to the people.
Thanks to that, many small land conflicts in ethnic minority areas have been mediated at the grassroots level, and people voluntarily implemented the mediation decisions. Awareness of compliance with legal regulations in community behavior has been raised. The number of people accessing legal aid services has gradually increased. The situation of child marriage has decreased significantly. In the period 2015-2020, there were 1,031 people in ethnic minority areas who got married early, but in the period 2021-2025, there were only more than 500 people. In particular, focusing on guidance on procedures, documents, and policies has helped many households enjoy legitimate rights, such as housing land support, social insurance, etc.
In the coming time, the province will continue to increase the production of bilingual propaganda materials, combining illustrations and real stories about legal regulations to make it easier for people to understand and remember. At the same time, expand the network of propagandists at the grassroots level, focusing on selecting and training prestigious people who understand customs and are able to communicate in the local language; continue to encourage the development of a team of female and young legal collaborators.
Determining that IT application is very important in propaganda and dissemination of legal knowledge in ethnic minority areas; the province's sectors and localities continue to develop legal information channels on digital platforms, design short clips, infographics, SMS messages to guide basic administrative procedures, ensuring that they are suitable for the habit of using common mobile phones in rural areas and ethnic minority areas.
Bringing the law into the lives of ethnic minority people has helped people here raise their legal awareness, promptly resolve many disputes and conflicts at the grassroots level..., contributing to maintaining security and order in the area.
