Sharing at the conference on the organization and implementation of compensation and site clearance for the 500kV line 3 projects, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh said that the 500kV line 3 projects have a total length of about 519 km, the starting point is Quang Trach Power Center in Quang Binh province, the ending point is Pho Noi 500kV Transformer Station in Hung Yen province.

In particular, the section in Thanh Hoa province belongs to two component projects of the 500kV line Quynh Luu - Thanh Hoa and Nam Dinh I - Thanh Hoa with a total length of 132.78 km with 299 pole positions and 137 anchorages, passing through 11 districts/towns, the total recovered land area is 34.45 hectares, affecting 1,361 households and organizations, 101 households must be relocated and resettled.

Specifically, the section of the 500kV Quynh Luu - Thanh Hoa transmission line project has a length of 74.6 km with 166 pole positions, 82 anchorages, passing through the districts and towns including: Nghi Son town (42VT), Nhu Thanh district (11VT), Nong Cong (66VT), Trieu Son (17VT), Dong Son (12VT), Thieu Hoa (18VT).

The total area of ​​recovered land is 23.75 hectares. The number of organizations, households and individuals using land in the recovered land area and safety corridor: 879 households, of which: 483 households at the foundation location and 396 households in the safety corridor. 50 households must be relocated, of which: 22 households are self-resettled in a scattered manner and 28 households are resettled in a concentrated manner.

The section of the 500kV Nam Dinh I - Thanh Hoa transmission line project is 58.18 km long with 133 pole positions, 55 anchorages, passing through the districts of Nga Son (55VT), Ha Trung (12VT), Hau Loc (30VT), Hoang Hoa (4VT), Yen Dinh (4VT), Thieu Hoa (28VT). The total area of ​​land recovered is 10.7 hectares, affecting 482 households and organizations, 51 households must be relocated and resettled.

The 500kV line 3 in Thanh Hoa passes through many residential areas, agricultural land, rice fields, residential land and through many regions and localities where people have different cultural practices.

According to Mr. Nguyen Doan Anh, implementing the Prime Minister's direction at the meeting on the implementation of investment projects for the 500 kV line circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen): "The provinces must focus on completing the site clearance work including the foundation location, route corridor and the site for temporary construction works to serve the construction within the committed deadline", Thanh Hoa province has urgently organized the implementation.

Specifically, Mr. Nguyen Doan Anh said, regarding the direction and management work: The Provincial Party Secretary and Chairman of the Provincial People's Committee regularly pay attention, and at the same time assign Vice Chairman of the Provincial People's Committee Mai Xuan Liem to be responsible for, directly directing and managing the work of compensation and site clearance, with the goal of promptly handing over the site to the investor to implement the projects according to the schedule assigned by the Prime Minister.

Regarding implementation: Regularly and suddenly hold meetings with investors and relevant parties. After each meeting, there is a written notice about the plan to implement land acquisition procedures, site clearance compensation, progress milestones for each work item, difficulties and obstacles, and ways to coordinate the implementation of tasks, specifically identifying which tasks are the local tasks and which tasks are the investor's tasks so that the parties can coordinate and implement synchronously.

Local authorities at all levels create the most favorable conditions and closely coordinate with investors and relevant parties to organize and implement in parallel the stages and steps in site clearance work, including: Field mapping, combined with investigation, ownership, determination of land use origin, and collection of legal documents of the land plot.

According to regulations, only after the technical design is approved can the Department of Natural Resources and Environment approve the cadastral map. To speed up the progress, the Investor must conduct field measurements, publicize the measurement results, and invite representatives of the Department of Natural Resources and Environment to conduct field inspections immediately upon measurement so that when the technical design is approved, the cadastral map can be signed and issued immediately.

Organize and implement simultaneous inventory on the route: mobilize maximum human resources to coordinate with the Investor to organize into many teams to conduct simultaneous inventory in all districts and communes.

In addition, the commune police are directed to promptly identify the household registration of each household. For those who are absent from the locality and cannot arrange time or work to return to complete procedures, the commune judicial officers will organize to go to the place where the people live to collect information, sign documents; and support transportation costs for the households to return to their locality if needed.

Organize public meetings, publicize projects and related documents, combine propaganda and mobilization to help people understand the importance and urgency of the projects so that people can agree, support, and promptly hand over the site.

According to regulations, projects will take a long time to establish and approve the policy framework for compensation, support and resettlement. The province has allowed investors to establish a preliminary compensation plan according to the province's current policy and unit price, and make advance payments according to the plan to households to receive construction sites, then complete the compensation and support work when the policy framework is approved.

For column foundation locations located in forests: The Department of Agriculture and Rural Development, the Forestry Sub-Department and forest owners coordinate and support the Investor to provide relevant documents, create conditions to allow the opening of public roads and temporary construction works before the foundation locations to ensure progress. At the same time, coordinate with the Investor to report to the Ministry of Agriculture and Rural Development to submit to the Government for consideration and adjustment of the guiding regulations on temporary construction roads through forests.

Create support and consensus of the people

Regarding the implementation results, the Secretary of Thanh Hoa province informed that according to current regulations, the procedures for compensation and site clearance must go through many steps and stages, taking a lot of time. Normally, compensation and site clearance for similar projects take 2-3 years to complete. However, for the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), compensation and site clearance were completed within 7 months, ensuring to meet the construction progress on the construction site.

Specifically as follows: The section of the 500kV Quynh Luu - Thanh Hoa transmission line project completed handover of the column foundation site on March 4, 2024, and the line corridor on May 30, 2024; the section of the 500kV Nam Dinh I - Thanh Hoa transmission line project completed handover of the column foundation site on February 15, 2024, and the line corridor on April 30, 2024.

“This is an outstanding achievement in site clearance compensation, one of the very few projects that has carried out site clearance very well and very quickly, especially having created support and consensus from the people so there is no need to implement administrative measures to protect construction or enforce land recovery” – Mr. Nguyen Doan Anh emphasized.

The drastic and effective participation of all levels

Sharing lessons learned, he Nguyen Doan Anh believes that the direct, drastic and regular direction of the Government, the Prime Minister, the Ministries and branches; the drastic and effective participation of local authorities from the Provincial Party Secretary, the Chairman of the Provincial People's Committee, the Vice Chairman of the Provincial People's Committee assigned to be in charge, the Departments and branches to the district/commune authorities and especially the consensus and support for people affected by the projects. The proactive and timely coordination and support between local authorities with investors and related parties.

Along with that, doing a good job of mass mobilization, creating support from the people: Party committees, authorities, local social organizations from villages, communes, districts closely coordinated with the Investor to go to each house, check each name to propagate, mobilize people to agree, join forces, and wholeheartedly support the construction.

Grasp people's aspirations, care about and thoroughly resolve people's aspirations, problems and recommendations of households are resolved promptly.

Apply all mechanisms and policies to ensure people's interests, while making regimes and policies transparent and complying with current legal regulations, taking explaining, mobilizing and encouraging people to support the project as the core.

At the same time, maximize the role of social organizations. The Fatherland Front, Women's Union, Labor Federation, Youth Union members closely follow affected households to propagate, mobilize, persuade, help people understand the importance of the project, support people to relocate, dismantle works, move furniture to new residences, support the Project Owner to cut down trees, clear safety corridors, regulate traffic...

There are creative ways such as combining propaganda and mobilization on social networks and digital social media channels. The People's Committees of districts and communes organize direct propaganda and mobilization groups.

The Central Youth Union has launched the "30-day, night-time volunteer emulation campaign to overcome the sun and rain to support the construction of the 500kV line 3". Promoting the youth's strength, initiative, and volunteerism in the spirit of "wherever needed, there are youth, where there is difficulty, there are youth", Thanh Hoa Provincial Youth Union established 75 youth volunteer teams with 1,500 union members and construction youth, actively participating in supporting the work of mobilizing people to dismantle and relocate houses and structures, transporting materials and equipment, and ensuring traffic safety during the wire pulling construction process.

The local Women's Union regularly visited, encouraged, gave gifts and supported the organization of logistics, accommodation, and travel for the staff, engineers, and workers participating in the project.
