EVN is in difficulty, PVN is the investor of O Mon III and O Mon IV Thermal Power Plants

At the handover ceremony, representatives of EVN and Petrovietnam signed the handover minutes of a number of contracts related to the project, including: O Mon Power Center Planning Document; Pre-Feasibility Study Report (Pre-FS) of O Mon III Power Plant Project; Feasibility Study Report (FS) of O Mon IV Power Plant Project along with documents related to capital arrangement and other documents.

The handover affirms the sense of responsibility of PVN and EVN in promptly and seriously implementing the Prime Minister 's direction. This will contribute to ensuring the project's progress and smooth implementation in 2023.

O Mon III and O Mon IV Power Plant Project, capacity 1,050 MW/plant, located at O ​​Mon Power Center, Phuoc Thoi Ward, O Mon District, Can Tho City.

EVN and Petrovietnam have signed a handover record for a number of contracts related to the project.

The O Mon III and O Mon IV Power Plant Projects were assigned by the Prime Minister to Vietnam Electricity Group as the investor in Decision No. 428/QD-TTg dated March 18, 2016 (Adjusted Power Plan VII) and were transferred to the list of important power source and grid progress, prioritized for investment in the power industry in Decision No. 500/QD-TTg dated May 15, 2023 (Power Plan VIII).

Currently, the O Mon III and O Mon IV power plant projects are in the investment preparation stage.

These two projects are component projects in the Block B Gas - Power Project Chain (project chain), including upstream (gas field), midstream (gas pipeline project) and downstream (power plant) projects.

The project chain is on track to be deployed in 2023 to meet the first gas schedule by the end of 2026.

According to the eighth power plan, the Block B gas-power project chain will be an important source of electricity, providing additional power to the national power system in the Southern region in the 2026-2030 period. In addition, the project chain is also in line with the energy transition trend and meets the carbon emission reduction target as committed by the Prime Minister at COP26.

In the past, despite receiving support and guidance from the Government, ministries, branches and agencies, the implementation of the project chain was unprecedented, with complex interfaces involving many investors and parties requiring synchronous decisions while time was running out due to the urgent requirements of the project.

Without timely decisions from the downstream stage, the project chain will face the risk of not meeting the above schedule. At that time, the delay will not only directly affect the current work of the upstream and midstream but also affect the feasibility of continuing to implement the project of domestic and foreign partners.

In order to ensure the progress of the implementation of these two projects, in Document No. 77/TTg-CN dated June 24, 2023, the Prime Minister agreed to transfer the investor of the O Mon III and O Mon IV Power Plant projects from EVN to Petrovietnam.

Northern thermal power plants focus on high production, ensuring electricity supply . Faced with high demand for electricity during this year's hot season, EVNGENCO1's two thermal power plants, Uong Bi and Quang Ninh, operate at full capacity to supply electricity, operate stably, and meet the mobilization of the National Power System Control Center.
