" The FIFA Disciplinary Committee has today informed Mr Luis Rubiales, President of the RFEF, that it is opening disciplinary proceedings against him based on events that occurred after the final," FIFA said. The world football governing body added that the incident "may constitute a violation of article 13 paragraphs 1 and 2 of the FIFA Disciplinary Code."

Spanish women's national team striker Hermoso issued a joint statement with Futpro (an organization dedicated to improving the status of women in world football) on August 23, calling for action against the RFEF President.
"We ask the RFEF to implement the necessary protocols, ensure the rights of our players are respected and take the right measures," the statement said. "It is essential that our team is represented by figures who demonstrate their values of equality and respect in all areas. It is necessary to continue moving forward in the fight for equality, a fight that our players have led with determination, bringing us to where we are today."

Amnesty International has also expressed support for Hermoso, who has asked the RFEF to take action regarding the "non-consensual kiss". Several Spanish football organisations and women's clubs have also called for Rubiales' resignation. The RFEF has opened an investigation into Rubiales's actions and is holding an emergency meeting on August 25.
Mr Rubiales, 46, initially responded to his critics before apologising. But criticism of his behaviour has not abated. Spanish Prime Minister Pedro Sanchez previously said Mr Rubiales' apology for the controversial kiss was "not enough".
In the 2023 World Cup final, the Spanish women's team defeated England 1-0 to win the world championship for the first time.
