Accordingly, 11/44 ministries, central agencies and 38/63 localities have disbursement rates above the national average. Some ministries, central agencies and localities with good disbursement rates include: Vietnam Television (100%), Ministry of Agriculture and Rural Development (53.95%), Ministry of Transport (50.83%), Ministry of Construction (47.91%), Thanh Hoa (58.45%), Hoa Binh (56.79%), Long An (52.22%).

However, there are still 33 ministries, central agencies and 25 localities with disbursement lower than the national average. In particular, some ministries and central agencies have very low disbursement or a disbursement rate of 0% such as the Vietnam Cooperative Alliance, the Vietnam Fatherland Front Committee, the reason is that the capital plan has not been allocated. Some ministries and central agencies have very low disbursement such as the Ethnic Committee, Ho Chi Minh National University, Hanoi National University... Some localities have a disbursement rate of less than 20% such as Ho Chi Minh City, Phu Yen, Bac Ninh...

The Ministry of Finance's report also said that some localities with large plans such as Ho Chi Minh City were assigned 79,263.78 billion VND, accounting for 11.8% of the Prime Minister's plan for the whole country, Hanoi was assigned 81,033 billion VND, accounting for 12.1% of the Prime Minister's plan for the whole country, but the disbursement rate was not high, so it greatly affected the overall disbursement rate of the whole country.

According to the Ministry of Finance, the main reasons affecting the progress of public investment disbursement are related to mechanisms and policies. In addition, many ministries, branches and localities have not yet allocated details to projects, so they cannot disburse; key transport projects: problems with site clearance and supply of raw materials; problems in completing investment procedures, disbursement processes of ODA projects...

In order to achieve the target of disbursing at least 95% of the plan assigned under Resolution No. 01/NQ-CP of the Government, the Ministry of Finance recommends that the Prime Minister assign the Ministry of Planning and Investment to promptly submit to the Prime Minister adjustments to the central budget investment plan for 2024 among ministries, central agencies and localities immediately after the National Assembly Standing Committee issues an adjustment Resolution. The Ministry of Planning and Investment is assigned to promptly give opinions on assigning non-affiliated units to be investors in a number of ministries in accordance with the Prime Minister's direction in Notice No. 72/TB-VPCP dated February 28, 2024 and Official Dispatch No. 4808/VPCP-KTTH dated July 9, 2024 of the Government Office.

The Ministry of Finance, together with the Ministry of Planning and Investment, has announced and provided guidance on extending the implementation and disbursement time of the central budget investment plan for 2023 to 2024. Therefore, it is recommended that ministries, central and local agencies focus on urgently disbursing the above-mentioned extended capital source.

The Ministry of Finance also requested ministries, central and local agencies to closely coordinate with the Ministry of Justice, the Ministry of Planning and Investment, and the Ministry of Finance to review the shortcomings and problems in legal regulations so that ministries and branches can preside over, draft and synthesize them and submit them to competent authorities for consideration and promulgation of a law amending and supplementing a number of laws to resolve and remove difficulties and problems to promote growth, control inflation and stabilize the macro-economy.
