Supervise the settlement of voters' opinions and recommendations at the Department of Construction

On the afternoon of June 27, the Legal Committee (Provincial People's Council) organized a delegation to supervise the settlement of voters' opinions and recommendations before the 17th session of the 15th Provincial People's Council at the Department of Construction.

Before the 17th session of the 15th Provincial People's Council, among the opinions and recommendations of voters across the province, there were 3 main contents related to the authority of the Department of Construction.

In particular, Ninh Binh city voters proposed: Support the city in planning and updating the project to adjust the general urban planning of Ninh Binh until 2030, vision 2050; zoning the existing urban area for Canh Dieu Mountain Forest Park. Plan a number of urban areas with their own identity, such as ancient house urban areas, modern urban areas with reasonable construction density (maximum 40%), prioritizing the construction of public infrastructure, green tree systems, with the policy of building streets in the forest, forests in the city, to highlight and differentiate the urban development of the city.

Planning a number of residential areas and urban areas for resettlement to arrange and rearrange households living in the core area of Trang An Scenic Landscape Complex and preserve and restore the special national relic site of Hoa Lu Ancient Capital; restoring and recreating a number of ancient houses in the old town from Ky Lan Mountain to Trang An, Dinh and Le Kings' temples. Reviewing and updating the planning of the river and lake system associated with the urban landscape, green tree system, connecting tourist destinations such as Thuy Mountain, Canh Dieu Park to attract investment and develop river tourism products.

In addition, Ninh Binh city voters also proposed a number of related contents: Urban planning of about 50 hectares of rice fields near Ninh Tien Commune People's Committee to form a synchronous urban area, exploiting land resources to invest in infrastructure for the city.

Supplementing the planning and arranging investment capital for the Dinh Tien Hoang route extending from Le Hong Phong to Cha La bridge (Van Giang ward) connecting with Trieu Viet Vuong route (Bich Dao ward); planning the construction of Dinh Tien Hoang route from the above intersection extending to connect with Cha La bridge - Hoang Dieu street - Trieu Viet Vuong street (after Ninh Binh Thermal Power Plant moves) - Tran Nhan Tong street, forming the Dinh Tien Hoang axis route extending to the East to reduce traffic congestion on Tran Hung Dao, Nguyen Cong Tru and Le Dai Hanh streets.

Renovating the landscape lighting of the Van River from Vung Tram Bridge to the junction of Vac River and He Duong River with a length of about 2.6 km. Paying attention to directing the relocation of Ninh Binh College of Economics, Technology and Tourism to expand the construction of Dinh Tien Hoang Primary School.

All of the above comments have been seriously received, considered and resolved by the Department of Construction within its authority with a high sense of responsibility and the results have been reported to the Provincial People's Committee.

Through listening to reports and exchanging and discussing at the working session, the Supervisory Delegation highly appreciated the activeness and initiative of the Department of Construction in receiving, resolving and responding to issues raised by voters. The Delegation said that the voters' recommendations were all difficult and strategic issues, but with the responsibility of a professional agency, the Department of Construction focused on researching and responding and had positive proposals and advice, helping the province to prepare well for the conditions to carry out planning work in the coming time.

The monitoring delegation suggested that, in the process of advising the Provincial People's Committee, the Department of Construction should continue to conduct in-depth research and arrange qualified and capable staff to advise on the development of long-term, truly feasible strategies; at the same time, introduce to the Provincial People's Committee qualified investors to be able to establish and implement good planning, ensuring the construction of Ninh Binh urban area as a modern, traditional, civilized and smart urban area.

The monitoring delegation also conducted field surveys at a number of planning areas that voters were interested in: Urban planning of about 50 hectares of rice fields near the People's Committee of Ninh Tien commune; zoning plan of the existing urban area for the Canh Dieu Mountain Forest Park.
