Removing site clearance bottlenecks, speeding up progress of the eastern bypass project of Buon Ma Thuot City

The investor, contractor and related units are gradually removing bottlenecks in the site clearance, promptly handing over to the construction unit to speed up the project's progress, striving to complete and put the project into operation by June 30.

Progress obstacle

On January 14, at the construction site of the Ho Chi Minh road project, the eastern bypass of Buon Ma Thuot city (section passing through Hoa Phu commune, Buon Ma Thuot city, Dak Lak), the contractor Saigon Construction and Trading Company Limited, took advantage of the sunny weather to organize many construction teams to construct the roadbed, asphalt concrete layer 1 and layer 2 to speed up the project's progress.

Road roller driver Bui Van Anh shared: "For nearly a month, the construction site has been bustling. We eat and sleep on site, and work overtime until 9 p.m. to work with the contractor to strive and meet the project's progress."

Mr. Nguyen Dinh Tong, Deputy Director of Saigon Construction and Trading Company Limited, said: "The rainy weather and site clearance problems have slowed down the project's progress. When the sun came out, the contractor mobilized all machinery and workers from other projects to focus on completing the last 3km of the route and 1km through Ea Tieu commune.

"If the weather is favorable, the contractor will concentrate all its efforts on rolling construction. Any location with land and construction capacity will be implemented immediately without waiting. The unit is also coordinating with the investor and local authorities to actively clear the remaining sections, to soon hand over synchronous construction, completing the project progress as committed," Mr. Tong emphasized.

According to records, in addition to the sections with construction sites, the biggest difficulty of the project is still site clearance work. In the project section passing through Buon Ma Thuot City, the total length is 14.816km, so far more than 13km has been handed over, reaching more than 94%, the remaining 0.821km has not been cleared.

Up to now, 484/530 households have been approved and paid compensation, the remaining 46 have not received compensation (13 households at the intersection with Ho Chi Minh road in Hoa Phu commune, 28 households in Ea Kao commune and 5 households within the scope of branch roads and canals).

The investor is coordinating with the People's Committees of the communes to continue to mobilize and propagate to the remaining households to receive money and hand over the land. On the other hand, the Board is completing the dossier to request the City People's Committee to enforce the decision to reclaim the land to resolve the issue and ensure the construction site.

In Cuor Dang commune (Cu M'gar district), the total length is 5.9km. Up to now, more than 5.3km have been handed over, reaching 91.25%, the remaining 0.516km/33 households have not been compensated and cleared, causing the project's progress to be stalled.

According to the Investor, there are currently 33 households that have not been approved with an estimated compensation value of about 50 billion VND. Of which, for the plan of 13 resettled households (at the beginning of the route), Cu M'gar district has drafted a compensation plan to support land acquisition and clearance, but because there is no land price for the plots of land planned for resettlement, there is not enough basis to submit for appraisal and approval.

For the remaining 20 households, the relevant documents have been completed and a draft compensation plan has been prepared to support land acquisition and clearance. However, the plan was prepared after the 2024 Land Law took effect, so it cannot continue to be submitted for appraisal and approval.

To have a construction site, the Investor has coordinated with the locality to mobilize households to hand over 0.360km of construction site in advance. Currently, the District Land Fund Development Center has submitted to the People's Committee of CuM'gar district for re-evaluation and approval, and is expected to hand over the entire site on March 20, 2025.

According to the Dak Lak Provincial Project Management Board for Investment in Construction of Transport Works and Rural Development (PPMB), by the end of December 2024, the site clearance and handover to the contractor for construction of more than 38km/39,606km reached nearly 97%, with 1,337km remaining.

During the construction process, the area of ​​cleared land was large but not continuous, intermittent, so the construction work encountered many difficulties. In particular, currently in the province there is often prolonged rain, so the construction work encountered many difficulties, especially for the roadbed construction.

Project completion deadline extended to June 30

According to Nguyen Tai Minh, Deputy Director of the Project Management Board for Investment in Construction of Traffic Works and Rural Development of Dak Lak Province, the project has so far been implemented with two construction packages, with the output of more than 633 billion VND, reaching 64.70%. Of which, package 3 has achieved nearly 86% of the completed volume, the remaining volume is mainly in the first section of the route that is still stuck with site clearance (0.516km). For package 4, the value of the completed volume has reached 43.45%.

To promptly hand over the construction site of the project to ensure completion on schedule, the Board has requested the Provincial People's Committee to promptly supplement the land price list for the plots of land planned for resettlement of 13 households in Cu M'gar district.

Direct the People's Committee of Cu M'gar district to promptly approve compensation plans for the 20 households and immediately implement the construction of the resettlement area after the Provincial People's Committee supplements the land price list.

According to the Department of Construction Investment Management, Ministry of Transport (MOT), it is agreed to adjust the progress of the implementation of packages 3 and 4 of the Ho Chi Minh Road construction investment project, the eastern bypass section of Buon Ma Thuot City, Dak Lak Province to complete the entire project before June 30 and complete the procedures for handing over the project for use before December 31.

"Based on the remaining volume, actual construction conditions, and the remaining volume of each contractor/package, the Investor directs contractors and supervision consultants to re-establish the construction schedule, mobilize human resources, construction machinery and equipment, material sources, and finance to ensure completion according to the committed schedule.

"Check, review, and specifically identify objective and subjective causes (if any) that slow down progress. Continue to closely coordinate with localities to thoroughly resolve existing problems and obstacles in site clearance work and request construction contractors to focus all resources to implement construction to meet progress and quality," the document of the Department of Construction Investment Management stated.

The Ho Chi Minh road construction investment project, the eastern bypass of Buon Ma Thuot city (Dak Lak province) has a length of nearly 40km with a total investment of more than 1,800 billion VND.

The project is invested by the Dak Lak Province Traffic Construction and Rural Development Project Management Board, expected to be completed by the end of 2024. However, due to site clearance problems, the project has not yet been completed and has been extended to June 30, 2025.
