Methodical implementation
On December 23, 1999, the Prime Minister signed Decision No. 235/1999/QD-TTg on the establishment of the Steering Committee for the movement "All people unite to build a cultural life", now the Central Steering Committee for the movement "All people unite to build a cultural life". Accordingly, in the year 2000, all 64 provinces and centrally-run cities simultaneously held the launching ceremony of the Provincial Steering Committee, approving the plan to implement the movement in their localities.
In Quang Ninh , the Steering Committee of the movement "All people unite to build a cultural life" at the provincial level was officially established under Decision No. 1288/QD-UB (dated May 18, 2000) of the Provincial People's Committee. Since then, the implementation of the movement has ensured unity from the province to the grassroots, contributing to raising awareness of Party committees and authorities at all levels, creating participation and close coordination of departments, branches, organizations and consensus and positive response of all classes of people.
After 25 years of operation, the Provincial Steering Committee has been reorganized twice, advising the Provincial People's Committee and the Provincial Fatherland Front Committee on more than 250 directive documents, implementing the movement in line with local realities. The member sectors of the Steering Committee have proactively coordinated with localities in the province to organize 23 conferences, 56 training courses, and community communication on building a cultural and civilized lifestyle at the grassroots level; distributing more than 90,000 handbooks and leaflets on family work and building a cultural life.
Based on the province's orientation, the Steering Committees in localities also proactively deployed tasks associated with specific political tasks at the grassroots level. This included successfully building 261 typical models, promoting the role of the people as the subject and initiative, associated with the contents of mobilizing the strength of the entire people to build new rural areas, civilized urban areas, protect national security, maintain national defense and security...; at the same time, proactively and resolutely fight against hostile forces, defeating plots to divide the great solidarity of all ethnic groups.
Propaganda and mobilization work has gone ahead with rich, diverse and clearly focused implementation methods, contributing to raising awareness of the entire political system and the entire population about the role of culture; about the rights and responsibilities to join hands in building a cultural life... Currently, 100% of villages and neighborhoods in the whole province have issued village covenants and conventions; there is close coordination from sectors and localities in guiding, assessing and managing well the processes, procedures and quality according to regulations. Every year, the work of amending and supplementing village covenants and conventions is reviewed, implemented, and updated to remove outdated content and add new points that are more suitable to the actual conditions of the locality and current regulations.
The movement has been widely deployed in all grassroots areas, covering many cultural areas, helping to successfully implement many goals and tasks set by the province on culture. Especially the tasks in Resolution 11-NQ/TU (dated March 9, 2018) of the Provincial Party Committee on building and developing culture and people of Quang Ninh to meet the requirements of sustainable development; Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Committee on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development.
Great achievements
Competing to achieve the title of “Cultural Family” is one of the key contents of the movement “All people unite to build a cultural life”, which is actively responded by the majority of people. Each cultural family is a shining example in the community in complying with the policies and laws of the Party and the State; has generations that are always harmonious, happy and progressive; organizes labor, production, business, work and study effectively; has a spirit of mutual assistance for the community; actively participates in local movements.
Positive changes from each individual and family have combined into great results for the whole community. Typically, social evils and superstitions are limited; weddings, funerals and festivals are organized economically, solemnly and healthily; cultural values in religion and beliefs are promoted, attached to the nation, benevolent, humane, humane, and progressive. By the end of 2024, 96.9% of families in the whole province will have achieved the title of "Cultural Family", an increase of 18.7% compared to 2001; 97.9% of villages and neighborhoods will have achieved the title of "Cultural Village and Neighborhood", an increase of 42.4% compared to 2001.
Quang Ninh has made a breakthrough in mobilizing investment resources for synchronous and modern cultural and sports institutions. According to statistics, by the end of 2024, 100% of commune-level units in the province had built sports centers or simple sports grounds; 100% of villages and areas had cultural houses and sports grounds (badminton, volleyball, pickleball), or installed simple equipment such as horizontal bars, parallel bars, etc. This has contributed to narrowing the gap in participation and enjoyment of culture among people in different regions of the province, raising the number of people regularly exercising and playing sports in the whole province to 42.5% of the population. In particular, it has made an important contribution to Quang Ninh completing the task of building new rural areas in the period of 2021-2025.
The province also has a number of key cultural and sports facilities of national scale, which are the venue for a series of major cultural, artistic and sports events, contributing to affirming the important position of Quang Ninh in the cultural life of the country and the region. Along with that, the pride in cultural and historical traditions is multiplied, creating a condition for Quang Ninh to preserve and maintain many cultural values, imbued with identity.
Currently, the whole province has 641 relics, including 8 special national relics, 57 national relics, 102 provincial relics, more than 400 inventoried relics; there are 362 intangible cultural heritages, with 19 national intangible cultural heritages, 1 representative intangible cultural heritage of humanity. Quang Ninh has become one of the world famous places, opening up great opportunities to promote the local cultural identity, contributing to socio-economic development, enhancing the promotion of the image of nature, culture and people of Quang Ninh to the world.
The 25-year practice of implementing the movement "All people unite to build a cultural life" in Quang Ninh has shown its correctness and necessity for the development requirements of the province and the legitimate aspirations of all classes of people. Entering a new stage of development, emulation contents must be promoted regularly and continuously, with the joint efforts of Party committees at all levels, authorities and all classes of people.
Up to now, Quang Ninh province has a total of 19 national intangible cultural heritages, including: Then practice of the Tay, Nung, Thai people; Nha To singing (singing at the communal house); Cua Ong temple festival; Tien Cong festival; Tra Co communal house festival; Quan Lan communal house festival; Bach Dang festival; Soong Co folk singing performance art of the San Chi people; Soong Co folk singing performance art of the San Diu people; Dam Ha communal house festival; Van Ninh communal house festival; Xuong Dong festival; Cap sac ceremony of the Dao Thanh Y people; New rice celebration ceremony of the Tay people; Wind abstinence custom of the Dao people; Traditional costume sewing art of the San Chi people; Sewing and decoration art on costumes of the Dao Thanh Phan people; Harvest praying festival of the San Chi people; Folk performance art of singing in the coastal area of Quang Ninh. Quang Ninh Provincial Museum is currently displaying and introducing quite fully and richly artifacts related to these 19 cultural heritages, widely promoting them to the public, people and tourists. |
