On the morning of September 14, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Committee chaired an online conference to contribute opinions to the draft regulations on the authority and responsibility of heads of Party committees, Party organizations, and collective leadership of agencies and units in personnel work and personnel management.
Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, participated in giving comments on the draft regulations.
Attending the conference at Thai Binh bridge were comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Van Tuan, member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee.
The draft regulation consists of 4 chapters and 9 articles stipulating the authority and responsibility of the head of the Party Committee, Party organization, and the collective leadership of agencies and units in personnel work (including the contents: assessment, planning, appointment, introduction of candidates) and personnel management (including the contents: selection, arrangement, assignment, transfer, rotation, secondment, dismissal, temporary suspension, suspension and dismissal of officials). The draft clearly stipulates 4 general principles, including the requirement to ensure compliance with the principle of democratic centralism, the principle of the Party's unified leadership of personnel work and management of the staff, along with fully promoting the authority and responsibility of the head in personnel work; must be public, transparent, and strengthen strict control of power in personnel work, along with encouraging, protecting, and promoting dynamism, creativity, daring to think, daring to do, and daring to take responsibility for the common interests of the heads of Party committees, Party organizations, agencies, and units at all levels. In addition, the head must express his/her opinions in writing about his/her proposals and introductions of cadres; must be directly or jointly responsible when the cadres he/she directly proposes and introduces according to this regulation violate discipline or violate the law related to the assigned duties and tasks, even when the head has transferred to another job or retired. The head and the collective proposing personnel; the appraisal agency; the collective deciding on cadres according to their authority must be responsible for their proposals, appraisals, and decisions.
The conference devoted most of its time to delegates at the connecting points to discuss and contribute ideas to supplement, amend, and adjust some contents in the draft regulations to make them suitable.

Participating in giving comments on the draft regulations, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized the necessity of promulgating regulations on the authority and responsibility of the heads of Party committees, Party organizations, and collective leadership of agencies and units in personnel work and personnel management. At the same time, he assessed: The draft has specifically stated the principles, authority and responsibility of the heads in commenting, evaluating, planning, appointing, recommending candidates and in personnel management; determining the responsibilities and handling the responsibilities of the heads in case the people they propose and recommend violate discipline or violate the law related to the assigned duties and tasks.
The comrade recommended that in the process of quantifying the responsibilities of the leader, it is necessary to pay attention to not contradicting other regulations of the Party. In addition, reviewing and preparing personnel for collective discussion is the natural responsibility of the leader and the leader is only responsible for the contents that have been commented and proposed. In addition, it is necessary to study and re-evaluate the authority and responsibility of the leader in commenting and evaluating cadres to avoid affecting the emulation review and classification or when conducting a vote of confidence. The regulation that the leader can only propose and introduce 1 person for 1 position proposed for appointment or candidacy is inconsistent with the 5-step process in cadre work. Regarding determining and handling responsibilities, he agreed with the view that the leader must review and clarify responsibilities when the cadres he directly proposed and introduced according to this regulation violate shortcomings and are disciplined and handled by law. However, such violations must be within the scope of the leader's comments and assessments.
Concluding the conference, the Deputy Head of the Central Organizing Committee acknowledged and highly appreciated the comments of representatives of localities and units; the editorial department will fully synthesize them on that basis to research, consider, and absorb to complete the draft regulations. He requested that localities and units continue to research and contribute comments in writing to the Central Organizing Committee to contribute to completing the draft regulations to ensure feasibility and high efficiency.
