
According to the Report of the Hanoi People's Committee, the criteria for establishing a Civil Defense Team: Each village and residential group establishes 1 Civil Defense Team (in accordance with Resolution No. 12/2024/NQ-HDND dated July 1, 2024 of the City People's Council stipulating the criteria for establishment, criteria for the number of members of the Security and Order Protection Team at the grassroots level; content and level of regular support for people participating in the security and order protection force at the grassroots level in Hanoi).
The civil defense team consists of 10 to 20 members. Specifically, for villages and residential groups with 500 households or more, a civil defense team with 20 members, including 1 team leader, 1 deputy team leader, and 18 team members, is established.
For villages and residential groups with from 350 to less than 500 households, a Civil Defense Team is established with 15 members including 1 team leader, 1 deputy team leader, and 13 team members.
For villages and residential groups with less than 350 households, a Civil Defense Team with 10 members including 1 team leader, 1 deputy team leader, and 8 team members is established.
In case it is necessary to increase the number of members, the Chairman of the City People's Committee shall consider and decide based on the proposal of the People's Committees of wards and communes based on the situation, requirements to ensure fire prevention and fighting work and socio- economic conditions, population size of the locality.
Pursuant to the Decision of the City People's Committee, the Chairman of the Commune People's Committee decides to establish a Civil Defense Team and each member of the Civil Defense Team; priority is given to members of the Security and Order Protection Team according to the provisions of the Law on Forces participating in protecting security and order at the grassroots level to participate in the Civil Defense Team.
At the village and residential group level, the Head and Deputy Head of the Security and Order Protection Team have been recognized according to the provisions of law on forces participating in protecting security and order at the grassroots level. The Chairman of the Commune People's Committee has appointed the Head and Deputy Head of the Security and Order Protection Team as the Head and Deputy Head of the Civil Defense Team.
Regarding the expenditure content and level of expenditure to support fire prevention, fire fighting, and rescue work in Hanoi: Officers and soldiers (officers, non-commissioned officers, conscripts) of the Fire Prevention, Fire Fighting, and Rescue Police force of Hanoi City Police; the support level is one time the minimum wage of region I/person/month.
Monthly support for specialized officers of the Command Information Center, the Hanoi City Police General Staff Department to receive, process reports and mobilize forces to participate in firefighting and rescue (Switchboard 114) and officers and soldiers performing regular tasks of natural disaster prevention and control, search and rescue, and editorial team of the General Staff Team of the Hanoi City Police General Staff Department; the support level is 0.8 times the minimum wage of region I/person/month.
Monthly support for officers and soldiers of the Capital Command who are specialized officers and soldiers performing firefighting and rescue duties of the Engineering Battalion, Fire Prevention and Fighting Company, and Chemical Prevention - General Staff, the support level is 0.8 times the minimum wage of region I/person/month.
Officers and soldiers on duty to support, serve and ensure firefighting and rescue in the Engineering Department, Chemical Department, Engineering Battalion 544, Fire Prevention, Firefighting and Chemical Prevention Company - General Staff, support level: 0.5 times the minimum wage of region I/person/month.
Support the Civil Defense Team members and other forces participating in supporting the Fire Prevention, Fire Fighting and Rescue Police force in carrying out fire fighting and rescue according to the incident.
Specifically, if the fire fighting and rescue time is less than 2 hours, compensation is equal to 1 day of minimum wage in region I/person/incident.
If the fire fighting and rescue time is from 2 hours to less than 4 hours, the compensation is equal to 1.5 days of minimum wage in region I/person/incident.
If the fire fighting and rescue time is 4 hours or more or the fire fighting and rescue is for many days, then for every 4 hours, the employee will receive compensation equal to 2 days of minimum wage in region I/person/incident.
Regimes and policies for members of the Civil Defense Team, people assigned to perform fire prevention, firefighting, rescue and salvage tasks and people assigned to conduct fire prevention and firefighting inspections at the People's Committee at the commune level when participating in training and professional development in fire prevention, firefighting, rescue and salvage are entitled to compensation according to the following regulations:
For members of the Civil Defense Team, each day they are paid an amount equal to 0.6 days of minimum wage in region I/person/day.
For those assigned to conduct fire prevention and fighting inspections at the People's Committee at the commune level, each day they will receive an allowance equal to 0.3 days of minimum wage in region I/person/day.
During the training period, the employee is entitled to take time off work, receive full salary and other benefits paid by the direct management unit; is provided with meals, accommodation, and paid for round-trip travel.
The total estimated implementation cost is 474 billion VND/year (an increase of 78.4 billion VND compared to the previous support level), of which the city budget is 104.75 billion VND/year (an increase of 69.1 billion VND compared to the previous support level); the commune and ward budget is 369.3 billion VND/year.
