Spreading fire prevention skills to every household

Accordingly, heads of departments, branches, sectors, and organizations of the city; Chairmen of People's Committees of districts, towns, and cities, based on the actual situation, direct units and localities to proactively organize response activities with specific, exciting, practical, and effective content. The goal is to contribute to controlling and reducing the number of fires and explosions; improving the effectiveness of fire prevention, fire fighting (PCCC) and rescue work (CNCH) throughout the area.

The City People's Committee requests to continue promoting propaganda and dissemination of knowledge and skills on fire prevention and rescue; innovating content, form, and method to suit each target group. In particular, special attention is paid to building simple, easy-to-understand, easy-to-remember, and easy-to-access concepts to bring fire prevention and rescue to every home, every facility, every residential area, and every neighborhood.

The city requires propaganda, guidance, inspection, and urging establishments to declare, update information and data, and mobilize the installation of fire alarm transmission equipment at establishments and integrate and connect with the database system. At the same time, units and localities mobilize 100% of households to equip and install early fire warning systems, portable fire extinguishers, open emergency exits, prepare tools and means for escape such as gas masks, rope ladders, etc.

The City People's Committee also requested units to mobilize and propagate people not to produce, do business, work and live in establishments, boarding houses, and multi-apartment houses that do not ensure safety; to hang banners, posters, slogans, and recommendations on fire prevention and fighting at the headquarters of agencies, organizations, residential areas, production and business establishments.

Building strong local forces

The City People's Committee emphasized the need to strengthen propaganda and mobilization to attract organizations and individuals to volunteer to participate in fire prevention and fighting and search and rescue activities; build an increasingly strong and effective on-site fire prevention and fighting force, meeting the motto of "four on-site"; maintain and replicate fire safety models suitable for the area such as "Safe inter-family groups" and "Public fire fighting points".

To control and reduce the number of fires and explosions, the City People's Committee directed to improve the effectiveness of fire safety inspection and examination; resolutely handle existing and deficient facilities. Units organized training, drills, and practice plans and situations for handling fires, explosions, and search and rescue; strive to minimize the number of fires, explosions, and damages by October 2025; and prevent major fires, accidents, and incidents causing serious consequences to people and property.

Along with that, the city requires increasing investment in resources, ensuring operating costs; promoting socialization of fire prevention and fighting work; having a mechanism to encourage organizations and individuals to actively build and develop technical infrastructure, fire prevention and fighting and search and rescue equipment, including traffic, water resources, and communications.

The City Police is responsible for inspecting, guiding, urging, and closely monitoring the progress of each topic and plan; promptly removing difficulties and obstacles; and strictly handling the responsibility of groups and individuals who do not comply with regulations. At the same time, the unit maintains regular work, ensuring that forces and means are ready to promptly and effectively handle fires, explosions, and incidents; strengthens the development and practice of fire fighting and rescue plans with the mobilization of many forces and means to participate.

The City People's Committee also assigned the People's Committees of communes, wards and towns to mobilize agencies, units and establishments to hang banners, posters and slogans on fire prevention and fighting; guide, inspect and urge establishments under their management to declare and update information and data; mobilize the installation of fire alarm transmission equipment connected to the database; strengthen safety inspections and resolutely handle violations; be ready to mobilize forces and means of agencies, organizations, households and individuals to participate in fire fighting and rescue work, effectively promoting the motto "four on-the-spot".
