According to the draft Decision on promulgating the rental price framework for social housing invested and constructed without using public investment capital or trade union financial resources in Hanoi, the proposed rental price framework is as follows.

Social housing buildings with a height of less than 10 floors will have rental prices ranging from 48,000 - 96,000 VND/m2/month.
Social housing buildings are 10 - 20 stories high, with rental prices ranging from VND 49,000 - 98,000/m2/month.
Social housing buildings are 20 - 30 stories high, with rental prices ranging from 73,000 - 146,000 VND/m2/month.
Social housing buildings with heights of 30 floors or more have rental prices ranging from VND99,000 - 198,000/m2/month.
The above price does not include value added tax; construction maintenance costs; operation management service prices; costs for purchasing interior equipment and household appliances in social housing; costs for purchasing fire and explosion insurance; vehicle parking costs; tap water; television services, remuneration for the management board and other service costs...
According to the draft, the above social housing rental price frame does not apply to cases of social housing invested in construction with public investment capital, trade union financial resources; social housing used as worker accommodation in industrial zones; social housing invested from state capital for the people's armed forces (if any); between the lessor and lessee of social housing have agreed on the rental price.
In the housing development plan for the period 2021 - 2025 (phase 3), Hanoi City will have 6 more social housing projects in the coming time. These projects are spread across Ba Dinh, Long Bien districts and Thanh Tri and Thach That districts.
These projects will provide the market with more than 8,300 apartments, equivalent to more than 655,000 m2 of floor space. The total investment is nearly 6,000 billion VND. Most of the projects have completed site clearance, are being implemented and are expected to be completed in the period of 2026 - 2029.
Recently, Ho Chi Minh City has also issued a price framework for social housing that is invested and built without using public investment capital or trade union financial resources in the city. The lowest monthly rental price is 96,000 VND/m2, the highest is 235,000 VND/m2. Both of these prices are 19% to twice as high as in Hanoi.
