Hai Phong starts construction of 11,100 billion VND industrial park and duty-free zone project

On the afternoon of May 13, Hai Phong City People's Committee and Xuan Cau - Lach Huyen Investment Joint Stock Company solemnly held the Groundbreaking Ceremony of the Project to invest in construction and business of infrastructure of Xuan Cau Industrial Park and Duty Free Zone.

This is an important event to celebrate the 68th anniversary of Hai Phong Liberation Day (May 13, 1955 - May 13, 2023), the Red Flamboyant Festival - Hai Phong 2023.

Overall perspective of the Project on investment, construction and business of infrastructure of Xuan Cau Industrial Park and Duty Free Zone.

The project to invest in construction and business of infrastructure of Xuan Cau Industrial Park and Duty Free Zone has a scale of 752 hectares, including 369 hectares of industrial production area and 173 hectares of warehouse - logistics service area.

The project location is right behind and adjacent to Lach Huyen Deepwater Port for 6 km in length, which is the basis for forming an industrial park associated with a modern domestic and regional seaport.

At the same time, the project serves as a logistics area for Lach Huyen Port, which is capable of receiving container ships with a capacity of up to 150,000 DWT traveling on long-distance sea routes directly to Europe and America.

The formation of Xuan Cau Industrial Park and Duty Free Zone along with the system of deep-water wharves of Lach Huyen International Port will contribute to creating an increasingly complete structure of technical infrastructure, maximizing the value chain of Lach Huyen International Port as well as the duty free zone - logistics and industry in this area.

The project promises to attract the world's leading units in the field of maritime transport - logistics, establishing a new cargo transit center, having an impact on shifting the world's inherent trade flow; being the basis for strongly attracting FDI capital flows into Hai Phong and Northern Vietnam, contributing to promoting the socio -economic development of the city and the whole country.

The project is implemented to realize the guiding viewpoint in the spirit of Resolution No. 45 of the Politburo on building and developing Hai Phong City to 2030, with a vision to 2045, with the goal of: Building and developing Hai Phong to become a leading city in the country in the cause of industrialization and modernization; a driving force for development of the Northern region and the whole country; with modern, smart and sustainable industrial development; synchronous and modern transport infrastructure with convenient connections domestically and internationally by road, rail, sea and air; a focus on logistics services; an international center for education, training, research, application and development of science - technology, and the sea economy; the material and spiritual life of the people is constantly improved to be on par with typical cities in Asia; social order and safety are ensured, national defense and security are maintained.

Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee spoke at the groundbreaking ceremony.

Speaking at the ceremony, Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee requested the investor and contractors to concentrate human and material resources, organize construction, to complete phase 1 by mid-2025. In particular, the investor and contractors must pay attention to the quality of the project, have technical and aesthetic skills, and absolutely ensure labor safety.

The Chairman of the Hai Phong City People's Committee requested the Hai Phong Economic Zone Management Board, departments, branches and sectors of the city and Cat Hai district to closely coordinate with the investor, promptly resolve problems and difficulties during the construction process, especially ensuring security and order.

Mr. Nguyen Van Tung also asked Ambassadors of countries and large corporations in the country and around the world to pay attention to introducing and investing in this industrial park.

The investment project to build and operate infrastructure of Xuan Cau Industrial Park and Non-Tax Zone was approved by the Prime Minister in principle under Decision No. 535/QD-TTg dated April 1, 2021; Hai Phong Economic Zone Management Board issued an Investment Registration Certificate on December 6, 2021; and granted a construction permit for phase 1 of the Project under Construction Permit No. 1789/GPXD dated April 21, 2023.

The project is invested by Xuan Cau - Lach Huyen Investment Joint Stock Company, with a scale of 752 hectares, with a total investment of 11,100 billion VND, using the investor's capital, other mobilized capital and loan capital. The project will be implemented from 2022 to 2033.
