Connecting technology supply and demand

According to the Department of Science and Technology of Hai Phong City, since the beginning of the year, in the field of science and technology, the city has continued to implement scientific and technological research programs for the period 2021 - 2025 in various fields; promoted activities connecting technology supply and demand; performed State management of technology according to functions, authority and technology transfer.

The city has carried out 50 scientific and technological research tasks, an increase of 20 tasks compared to the same period in 2024; technology appraisal for 108 investment projects, issued 8 technology transfer registration certificates; organized domestic technology supply and demand connection and science and technology seminars.

The city continues to effectively manage and operate the Hatex.vn online technology and equipment trading floor, operate the supply and demand connection point in the Red River Delta region and the Israel Technology Exhibition Area. The city's specialized agencies have consulted on a list of 21 major problems in science and technology, innovation, and digital transformation by 2025.

In addition, the field of innovation has also achieved many positive results. The city has done a good job of supporting and promoting innovative startups, including international cooperation on innovation. The Hai Phong Startup Coffee program, startup networking sessions, and the development of an innovative startup ecosystem have been implemented effectively.

The Department of Science and Technology organized a technology supply-demand connection session with 30 businesses, directly connecting 34 1:1 meetings. The city continued to implement the project of upgrading information technology infrastructure in Party agencies, the Fatherland Front and political organizations of the city; organized 9 training courses on the use of artificial intelligence, 11 classes on digital skills for the subjects.

In Hai Phong city, the development of science and technology, innovation and digital transformation has also been effectively implemented in many fields such as Posts and Telecommunications, quality measurement standards, intellectual property, atomic energy... Enterprises have invested in adding 132 new BTS stations, bringing the total number of existing BTS stations to 6,434 stations.

Professional staff of the City Department of Science and Technology guided 7 organizations, individuals and enterprises on intellectual property activities at the IP Platform station, continued to manage 10 tasks, accepted 1 task to support the management, exploitation and development of geographical indications, collective trademarks, certification trademarks for key products, specialties, and craft villages; organized training on radiation and nuclear safety; received and resolved 99 administrative procedure files on radiation and nuclear safety.

Creating a favorable legal framework

Mr. Pham Van Thep, Director of the Department of Science and Technology of Hai Phong City, said: The 9th session of the 15th National Assembly passed 5 amended laws related to science and technology, in which the amended Law on Technology Transfer creates a more favorable legal framework for technology transfer, prevents outdated technologies from entering Vietnam, and protects the environment.

In the period of 2025 - 2030, Hai Phong City will synchronously and effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution No. 226/2025/QH15 of the National Assembly, identifying science and technology, innovation and digital transformation as key driving forces. This is also the leading important breakthrough solution to restructure the economy, form a new growth model; build Hai Phong City into an international center for training, research and application of marine science and technology, and at the same time be an innovation center of the Northern key economic region and international connection.

The city has perfected its institutions and created a superior legal corridor for science and technology, innovation and digital transformation; created a breakthrough in developing high-quality human resources, especially digital human resources, and attracted and promoted talents and leading experts at home and abroad.

The city will also strongly promote research, application and technology transfer activities, especially clean technology and high technology in key economic sectors such as industry, agriculture, marine medicine, education and logistics services; prioritize and support investment in developing cutting-edge technologies such as artificial intelligence, semiconductor technology, biotechnology, environmental technology and renewable energy; prioritize land funds according to regulations to support innovative enterprises; build a dynamic, creative digital government that focuses on people and businesses; implement programs to improve digital skills, form digital citizens; ensure network security and data sovereignty...
