This is the first step in the roadmap to universalize education for children from 3 to 5 years old, towards exempting all tuition fees for preschool children from 2027.
According to the South Korean Ministry of Education, the government has approved a budget of 128.9 billion won for the second half of 2025 to support about 278,000 5-year-old children studying at public or private kindergartens or nurseries.
The new policy stipulates that public kindergartens will receive an increase in subsidies from 50,000 to 70,000 won per child for after-school programs. Private kindergartens will receive an additional 110,000 won per child to cover the difference between actual costs and the current support level.
The government also expanded financial support for children aged 0-2 and children with disabilities, including increasing monthly care allowances by about 5%, to reduce the spending burden on families and stimulate domestic consumption.
“The policy is an important step towards equal opportunities for all citizens from birth,” said Kang Min-kyu, head of the Early Childhood Education Policy Division at the Ministry of Education.
South Korea began free education in 1959 with elementary school, then expanded it to include middle school (2005) and high school (2021). However, preschool education has so far been only partially subsidized. The expansion is expected to boost the record-low birth rate.
