On the morning of October 15, Politburo member and Prime Minister Pham Minh Chinh attended the 20th Thanh Hoa Provincial Party Congress, term 2025 - 2030.
On behalf of the Party and State leaders, delivering a speech at the Congress, Prime Minister Pham Minh Chinh wished the Party Committee, government and people of all ethnic groups in Thanh Hoa province to always be united, unanimous, innovative, creative, and join hands to build a model province in all aspects as President Ho Chi Minh wished, together with the country to develop rapidly and sustainably in the era of prosperity, civilization and happiness, firmly moving towards socialism.
Attending the Congress were former Politburo member and former National Assembly Chairman Nguyen Sinh Hung; former Politburo members; Deputy Prime Minister Le Thanh Long; leaders of central departments, ministries, branches and agencies; and leaders of provinces and cities.
Notably, the Congress was attended by 487 official delegates, representing more than 240,000 party members in the entire Thanh Hoa Provincial Party Committee. General Secretary To Lam and the Government Party Committee sent congratulatory flower baskets.
Strive to be among the leading provinces in the country
With the theme "Solidarity, discipline, responsibility, creativity, development", the Congress has the following tasks: Summarizing the implementation of the Resolution of the 19th Congress, term 2020-2025 and setting out tasks, goals, and solutions for the term 2025-2030; approving the report synthesizing comments on the draft documents submitted to the 14th National Congress of the Party; electing the Executive Committee of the Thanh Hoa Provincial Party Committee, term XX, term 2025-2030; electing the Thanh Hoa Provincial Party Committee Delegation to attend the 14th National Congress of the Party.
The Congress assessed that in the 2020-2025 term, in the context of many advantages, difficulties and challenges intertwined; with the attention, leadership, direction and support of the Central Government, the Party Committee, the government, the army and the people of all ethnic groups in the province have strived to carry out the tasks and achieved important and quite comprehensive results, with an expected 23/27 targets to be achieved and exceeded.
The work of building and rectifying the Party and the political system has been comprehensively implemented; solidarity and unity within the Party have been strengthened; and people's trust in the Party, the State, Party committees and authorities at all levels has been enhanced.
The average growth rate of gross regional domestic product (GRDP) in the 2021-2025 period is estimated at 10.24%, ranking 4th in the country; the scale of GRDP in 2025 is 1.9 times that of 2020, ranking 8th in the country; GRDP per capita in 2025 is estimated at 3,750 USD/person, 1.7 times that of 2020.
Frankly stating the shortcomings and limitations that need to be overcome in the 2020 - 2025 term, the Provincial Party Congress set out tasks and solutions for the 2025 - 2030 term.
In particular, the Thanh Hoa Provincial Party Committee continues to build a clean and strong Party and political system; maintain an annual growth rate at double digits; turn Thanh Hoa into one of the major centers of the region and the country in energy industry, processing and manufacturing industry, large-scale agriculture with high added value, tourism, and logistics services.
Strive to make Thanh Hoa one of the leading provinces in the country by 2030, and to become a rich, civilized, and happy province by 2045.
Thanh Hoa strives for an average GRDP growth rate of 11% or more in the 2026 - 2030 period; average income per capita in 2030 of 90 million VND or more; the proportion of added value of the digital economy in GRDP in 2030 of 30%; investment capital realized in the area in 5 years (2026-2030) of 840 trillion VND or more; value of exported goods in 2030 of 15 billion USD or more; urbanization rate in 2030 of 50% or more; grassroots party organizations completing annual tasks well of 90% or more.
On behalf of the Party and State leaders, General Secretary To Lam, in his congratulatory speech and direction of the Congress, Prime Minister Pham Minh Chinh emphasized: Thanh Hoa is a land of "spiritual land and talented people"; a land of hard-working, diligent, studious, industrious, creative people; brave, resilient in combat, upright, straightforward, loyal, and affectionate; always loving, united, and caring for each other, especially in difficulties and hardships; always knowing how to sacrifice and ready to sacrifice for our people and our country.
The Prime Minister highly appreciated the Standing Committee of Thanh Hoa Provincial Party Committee for directing the good implementation of the organization of party congresses at all levels, towards the 20th Provincial Party Congress, ensuring compliance with regulations and instructions of the Central Committee; preparing the Congress documents in a serious, methodical, elaborate, scientific manner, according to regulations, close to reality, closely following the spirit of the 14th National Party Congress Documents.
Reviewing the 6 outstanding results in the 2020-2025 term of the Thanh Hoa Provincial Party Committee achieved in most fields, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and warmly commended the important results that the Party Committee, government and people of all ethnic groups in Thanh Hoa province have achieved in the past term, contributing to the common achievements of the whole country.
However, the Prime Minister frankly pointed out that in recent times, the leadership capacity and fighting strength of a number of party organizations and party members have revealed many limitations; many officials who violated the law have been disciplined; the principle of democratic centralism has sometimes been implemented in a formal manner, not in a profound way; the province's potential differences, outstanding opportunities, and competitive advantages have not been fully exploited.
Making Thanh Hoa the new growth pole of the country
Presenting lessons learned in firmly grasping the situation, closely following the Party's policies, viewpoints and directions; imbuing the ideology that "people are the root" and maintaining solidarity play an important role, deciding success and failure; at the same time analyzing the situation in the coming time, Prime Minister Pham Minh Chinh emphasized 5 key tasks that the Party Committee, army and people of Thanh Hoa province need to focus on implementing to achieve all set goals and tasks.
The Prime Minister pointed out that Thanh Hoa must be built into a “model province” according to President Ho Chi Minh’s instructions. In particular, Thanh Hoa needs to focus on thoroughly grasping and effectively implementing the Resolution and Action Program of the 14th National Party Congress and the 20th National Party Congress of the province; urgently and synchronously implementing the recent strategic decisions of the Politburo in key areas.
Along with that, the province conducted a preliminary review and assessment of Resolution 588-NQ/TW dated August 5, 2020 of the Politburo on building and developing Thanh Hoa province to 2030 with a vision to 2045; Resolution 37/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province to continue reviewing, adjusting, and building development programs and plans of the province in accordance with the country's development strategy in the new context, making Thanh Hoa a new growth pole of the country.
Directing the Thanh Hoa Provincial Party Committee to continuously improve the leadership capacity and fighting strength of the Party organization and Party members, the Prime Minister recalled that during his first visit to Thanh Hoa in 1947, Uncle Ho emphasized: "In my opinion, Thanh Hoa Province must definitely become a model province because it has a large population, large land area, and a lot of wealth. It only lacks control and arrangement."
Therefore, the Prime Minister requested the Thanh Hoa Provincial Party Committee to attach importance to the work of building a clean and strong Party and political system; thoroughly grasp, seriously and effectively implement and flexibly and creatively apply the Party's five principles of operation and five leadership methods, especially the principle of democratic centralism and the principle of solidarity and unity within the Party.
Thanh Hoa must focus on operating the local government at two levels in a synchronous, smooth and effective manner; drastically transform the state from mainly handling administrative procedures to a creative administration serving the people. The province builds a digital government, digital society, digital citizens; focus on researching and rearranging the staff and be determined in the movement "Digital Education for the People."
The province needs to do a good job in personnel work, considering it the “key of the key” task; building a team of cadres and party members, especially leaders, with sufficient capacity, prestige, and equal to the task. The province arranges cadres in the direction of “selecting the right people, assigning the right jobs, promoting strengths, improving capacity, dedicating oneself and knowing how to sacrifice.”
Thanh Hoa must tighten discipline, step up inspection and supervision work, proactively prevent "early and from afar" small violations from accumulating into big shortcomings; resolutely prevent and fight corruption, waste, and negativity, "not allowing dark areas, gray areas, or areas of private interests."
In particular, the Prime Minister requested the Party Committee, army and people of Thanh Hoa province to promote rapid and sustainable economic development with 5 breakthroughs. In particular, the province restructures the economy, innovates the development model based on science and technology, innovation and digital transformation; builds a green economy, digital economy, circular economy, sharing economy...; renews traditional growth drivers of investment, consumption and export; promotes green growth drivers, digital economy, circular economy.
The province has made a breakthrough in developing four "four mountains" dynamic economic centers: Nghi Son, Sam Son, Bim Son, Lam Son, including researching and building a project to propose mechanisms and policies for these centers to become economic locomotives leading the whole province; making a breakthrough in developing synchronous infrastructure, especially traffic infrastructure, regional connectivity infrastructure, developing digital infrastructure, tourism infrastructure, services...; making a breakthrough in innovative thinking and drastic actions to be able to arouse resources from thinking, motivation from innovation and strength from the people, thereby looking far and wide, thinking deeply, doing big, applying science and technology to be able to effectively exploit the potential of the marine economy and exploit space and underground.
Prime Minister Pham Minh Chinh suggested Thanh Hoa focus on socio-cultural development and ensuring social security, especially for ethnic minorities, remote areas, and the western border areas of the province; develop a traditional culture rich in identity to become an endogenous strength, a new driving force for development of the province, and pay attention to developing cultural industry.
The province strengthens its defense and security potential, raises the level of foreign relations, proactively grasps the situation, avoids being passive or surprised in any situation, does not let complications arise right from the grassroots, does not let hot spots form; builds a peaceful, stable, cooperative and developing border with Laos, especially promoting border gate economy to expand economic development space.
Noting that the important task of the Congress is to elect the Provincial Party Executive Committee for the 20th term and elect the Delegation to attend the 14th National Party Congress, Prime Minister Pham Minh Chinh suggested that the Congress promote the spirit of democracy, heighten responsibility, and wisely select truly exemplary comrades to build the new Party Executive Committee as a collective with unified will, exemplary in leading in solidarity, in creative innovation and effective action.
In particular, each member of the Executive Committee must focus on setting 3 examples: Setting an example in improving leadership capacity and fighting strength; setting an example in applying science and technology, innovation and digital transformation; setting an example in preserving moral qualities, lifestyle, daring to think, daring to do, saying what you do, doing more and talking less.
With the revolutionary cultural tradition of the heroic homeland; the aspiration to overcome difficulties and rise up of hardworking and creative people; with great potential, strengths and resources; the breakthrough vision and determination to act of the entire political system in the province, along with the attention, leadership and direction of the Central Government, the consensus, support and backing of the people and the business community, Prime Minister Pham Minh Chinh believes that Thanh Hoa province will develop strongly, comprehensively and sustainably, becoming one of the growth drivers of the whole country, a place where "Convergence of elites - Origin of creativity - Development creation - Brightening the future - Realizing aspirations - people are increasingly prosperous and happy"./.
