Conference on implementing regulations on land use fees, land rent, Land Development Fund, General inventory of public assets

At the conference, the leaders of the Department of Public Asset Management under the Ministry of Finance introduced the basic contents of the topics on: Land Law 2024, Decree No. 103/2024/ND-CP dated July 30, 2024 of the Government related to land use fees, land rent and Decree No. 104/2024/ND-CP dated July 31, 2024 of the Government related to the Land Development Fund and some notes when implementing. The conference spent time exchanging and discussing a number of issues such as: Specific regulations on price lists as a basis for calculating land use fees for households, organizations and types of agricultural, commercial and service land; provisions on extension and adjustment of land use time, land lease; principles for exemption and reduction of land use fees for investment projects in the construction of social housing and apartment buildings. Concluding the conference, Deputy Minister of Finance Bui Van Khang emphasized: These are two important decrees related to State management in the field of land. He requested heads of agencies, units and localities to pay attention to propagating and widely disseminating the contents of the decree to cadres, civil servants, public employees and people to create unity and synchronization in the implementation process.

At the conference, delegates heard about Decision No. 213/QD-TTg dated March 1, 2024 of the Prime Minister and Document No. 8131/BTC-QLCS dated August 1, 2024 on guidelines for conducting a General Inventory of Public Assets at agencies, organizations, units and infrastructure assets invested and managed by the State. Accordingly, disseminate sample tables for inventorying transport infrastructure assets, irrigation infrastructure, commercial infrastructure, industrial park infrastructure; determine asset value indicators in sample tables; subjects of inventory; summarize reports on inventory results. Through the conference, it aims to help agencies, organizations and units improve the management, exploitation, use and effective promotion of public asset resources; strengthen thrift practice, combat waste, prevent corruption and negativity.
