Consulting on amending and supplementing a number of regulations on land use fees, land rents, and land development funds

On the afternoon of August 5, the Government held an online meeting with 17 provinces and cities to collect opinions on the draft Decree amending and supplementing a number of articles of Decree No. 103/2024/ND-CP dated July 30, 2024 of the Government regulating land use fees and land rents; Decree No. 104/2024/ND-CP dated July 31, 2024 of the Government regulating land development funds.

Comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister chaired the meeting. Attending the meeting at the Hung Yen province bridge was Comrade Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee.

At the meeting, delegates discussed and commented on the draft Decree amending and supplementing a number of articles of Decree No. 103/2024/ND-CP and Decree No. 104/2024/ND-CP of the Government . The discussion focused on: Land use fee collection rate for land area within the residential land allocation limit; land use fee collection rate for land area exceeding the land allocation limit; cases of exemption or reduction of land use fee and land rent; regulations related to land development fund, aiming to manage and use the fund more effectively...

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the amendment and supplementation of a number of articles of Decree No. 103/2024/ND-CP and Decree No. 104/2024/ND-CP of the Government aims to further improve regulations on land finance, creating favorable conditions for people and businesses in land use; at the same time, ensuring strict, effective and synchronous state management of land with the 2-level local government model after the arrangement. Based on the opinions of the delegates, Deputy Prime Minister Tran Hong Ha requested the Ministry of Finance to adjust and supplement the draft Decree amending and supplementing a number of articles of Decree No. 103/2024/ND-CP and Decree No. 104/2024/ND-CP to submit to the Government for consideration.
