
According to the report of the Border Guard Command, by 4 p.m. on September 22, the coastal border force had counted and notified 54,058 vessels with 215,743 workers at sea (of which, 338 vessels with 2,117 workers were operating in the Hoang Sa special zone) about the super typhoon. Up to this point, no vessels were in the storm's affected area. The port area from Quang Ninh to Khanh Hoa has 874 vessels in operation. The provinces from Quang Ninh to Hue have 161,354 hectares of aquaculture, 31,812 cages and 3,875 watchtowers that need to be protected.

The Ministry of Agriculture and Environment said that the Northern region has planted more than 809,000 hectares of winter-spring rice, of which nearly 146,000 hectares are ripe, the rest are in other growth stages. The North Central region still has more than 128,000 hectares of unharvested rice. Vegetables, fruit trees and industrial crops are all in the harvest period, with more than 67,000 hectares of rubber trees concentrated in Thanh Hoa, Nghe An, Ha Tinh, Quang Tri and Hue. Livestock in the Northern and North Central regions currently have 37 million cattle and 559 million poultry that need to be protected when storms hit the mainland of our country.
According to Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, on July 22, the Japan Meteorological Agency (JMA) classified Ragasa as a Violent Typhoon - the highest classification level for tropical cyclones in the Northwest Pacific region (wind speed up to 205km/h), slightly stronger than Yagi in 2024.
Hydropower plants ready to cut 2.2 billion cubic meters of flood water
According to the Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Environment), currently large hydroelectric reservoirs in the Red River basin such as Son La, Hoa Binh, Tuyen Quang, Thac Ba still have the capacity to cut floods of nearly 2.2 billion m3 . However, many irrigation reservoirs in the Northern and North Central regions have reached 80-97% of their design capacity, with hundreds of reservoirs damaged or under construction, posing a potential risk of insecurity. The sea dykes from Quang Ninh to Hue currently have 62 vulnerable locations, many of which are still under construction, with a maximum resistance capacity of only level 9-10 storms, and a high risk when the winds are stronger.
At the meeting, a representative of the Ministry of Agriculture and Environment said that the Prime Minister had issued Official Dispatch No. 170/CD-TTg requesting localities from Quang Ngai to the North to respond with the most drastic spirit, proactively from early on, from afar.
Up to this point, the Ministry of National Defense, Ministry of Construction, Ministry of Industry and Trade, Ministry of Education and Training... have issued dispatches to respond to the super typhoon within the scope of their assigned sectors and fields. The Ministry of Foreign Affairs has also sent a diplomatic note requesting countries in the region to assist Vietnamese vessels in taking shelter.

7.8 million super typhoon warning messages will be sent
The National Defense Steering Committee directed the Department of Dyke Management and Natural Disaster Prevention to organize 24/7 duty, and send 7.8 million text messages warning and guiding storm response to people via the social network Zalo.

The National Defense Steering Committee requires coastal localities to continue to strictly control boats and resolutely ban fishing when necessary, ensuring safety for aquaculture, tourism and oil and gas activities.
On land, the North and North Central regions urgently evacuated people in risk areas, reinforced dykes, reinforced houses and infrastructure, proactively drained water to protect production, controlled traffic and harvested agricultural products early. Mountainous areas need to be ready to respond to flash floods and landslides, controlled traffic in deeply flooded areas, and ensured the safety of reservoirs and mineral exploitation.
According to Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep, this is a very strong storm, moving quickly, heading towards the mainland of our country, so localities must synchronously and drastically deploy solutions, anticipating the worst scenario to protect the safety of people's lives and property.
