Standing Vice Chairman of the People's Committee of Hung Yen province Nguyen Quang Hung said that after nearly three months of consolidation, the operation of the province's two-level local government has achieved many important results, creating a clear shift, basically stabilizing, in the right direction, in line with aspirations, receiving consensus and support from the people.
After reorganizing the administrative apparatus, Hung Yen province has basically completed the establishment, promulgated regulations on functions and tasks and ensured the necessary conditions for stable operation.
Currently, the province has 16 departments, branches and sectors, a decrease of 14 agencies; 109 administrative organizations, a decrease of 79 organizations; 163 public service units, a decrease of 26 units; 12 public service units directly under the Provincial People's Committee, a decrease of 2 units.
Hung Yen currently has 104 communes and wards, a reduction of 177 communes, wards and towns; 47 project management boards and 47 socio-cultural centers were established; public service units in health and education remained unchanged.

The whole province has 3,912 commune-level cadres and civil servants, an average of 37 positions/commune, 557 people short of the temporary number assigned by the Provincial People's Committee. The commune-level military command currently has 466 people.
Commune-level officials basically meet the requirements for operating a two-level local government model. However, the quality of the team is uneven in terms of capacity, experience, and expertise, and there is a lack of personnel with in-depth expertise in fields such as land management, information technology, accounting, construction, etc.
Hung Yen has issued a decision to resolve the regime for nearly 400 provincial and commune-level officials and civil servants (181 provincial-level officials and 218 commune-level officials) according to Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP and Conclusion No. 183-KL/TW of the Politburo.
In addition, to facilitate officials from the former Thai Binh province to work in the center of Hung Yen province, the province decided to support 3 million VND/person/month for 12 months.
After the arrangements, the Party Committees urgently organized the congresses. By August 17, the whole province had completed 108/108 Party Congresses, exceeding the schedule required by the Central Organizing Committee.

The whole province has digitized nearly 8,500,000 A4 pages of documents; of which, the provincial level has digitized nearly 8,000,000 pages, and the district level has digitized nearly 500,000 pages before the end of the activity.
Regarding the operation of the Public Administration Service Center and digital transformation, Hung Yen province is publicly receiving 2,135 administrative procedures, including 838 full-process online administrative procedures, 1,241 partial online administrative procedures and 56 information-providing administrative procedures.
From July 1 to the end of August 2025, the whole province received 224,318 administrative procedures; of which 199,626 administrative procedures were submitted online, reaching 88.99%, ranking 8th nationwide.
To facilitate organizations and individuals when carrying out administrative procedures, from the beginning of September 2025, the Hung Yen Provincial Public Administration Service Center (Headquarters and Facility 2), the Public Administration Service Centers of communes and wards (104 centers) will receive 100% of administrative procedures regardless of administrative boundaries within Hung Yen province.
The implementation of receiving and handling administrative procedures regardless of administrative boundaries is an important step, clearly demonstrating the province's determination in administrative reform, building a professional, modern, public, transparent administration, serving the people and businesses./.
