Implementing the direction of the Prime Minister, the Ministry of National Defense requires agencies and units to focus on implementing the following measures: The General Staff of the Vietnam People's Army directs agencies and units to strictly implement the directive telegram of the Prime Minister, the National Civil Defense Steering Committee and the Ministry of National Defense; Strictly maintain the on-duty regime; Proactively closely monitor the developments of storm No. 10; Check, review, and move warehouses and barracks out of dangerous areas; Ensure the safety of forces and vehicles on duty; Mobilize forces and mobile vehicles to respond promptly; Check and review response plans and options; Review key areas prone to flash floods, landslides, and flooding; Proactively evacuate people to safe places; Ensure the safety of key works, works under construction, industrial parks, urban areas, and residential areas.

The General Department of Politics of the Vietnam People's Army directed to do well the propaganda work, reporting on the activities of the armed forces and people in preventing and overcoming the consequences of storm No. 10, flash floods, landslides and search and rescue. The General Departments: Logistics - Engineering, Defense Industry, General Department 2 strengthened the direction and inspection of subordinate units; Ensure the safety of warehouses, factories, weapons and equipment; Prepare forces, technical means, rescue materials to support localities in overcoming the consequences.
Assign military regions: 1, 2, 3, 4, 5 to direct the Military Commands of the provinces, local Civil Defense Commands to check the safety of warehouses, barracks, and vehicles; Coordinate with local authorities to call on ships to take shelter; Organize forces and vehicles to be ready for rescue; Concentrate forces to handle unexpected situations. Complete before 10:00 a.m. on September 28.
The Vietnam Navy and Coast Guard strictly maintain a standby regime; ensure the safety of warehouses and means of operation at sea; and have forces and means of rescue ready when ordered.
The Border Guard directed units from Quang Ninh to Thua Thien Hue to maintain on-duty, ensure the safety of warehouses and vehicles; coordinate with local authorities to propagate and call on fishermen and boats to come ashore; not let vehicles enter dangerous areas; organize forces ready for rescue.
The Air Defense-Air Force, Corps 18 strictly maintain on-duty regime; ensure safety of warehouses, barracks, and vehicles; be ready with forces and aircraft to search and rescue, and transport food and provisions when ordered.
The Information and Communications Corps, the Military Industry-Telecoms Group ensures the safety of the information and communications system; maintains continuous and smooth information to serve the command and operation of storm response.
The telegram requires units to organize implementation and report results to the Ministry of National Defense (through the Ministry's Command and the Department of Search and Rescue, General Staff of the Vietnam People's Army) for monitoring and direction.
