New guidance on health insurance policy for social pension beneficiaries

The Ministry of Health has just sent a document to the Ministry of Finance and the People's Committees of provinces and centrally-run cities on the implementation of health insurance policies for a number of subjects according to new regulations, in order to ensure stable and continuous benefits for participants.

According to the Ministry of Health , on November 27, 2024, the National Assembly issued Law No. 51/2024/QH15 amending and supplementing a number of articles of the Law on Health Insurance, effective from July 1, 2025. On that basis, the Government issued Decree No. 188/2025/ND-CP dated July 1, 2025 detailing and guiding the implementation of a number of articles of the Law on Health Insurance and Decree No. 176/2025/ND-CP dated June 30, 2025 detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social retirement benefits.

To unify the implementation of health insurance policies for people receiving monthly social allowances switching to social retirement benefits from July 1, 2025, the Ministry of Health stated: People receiving monthly social allowances and assistance before July 1, 2025 according to the provisions of the law on the elderly, people with disabilities, and social assistance, whose health insurance is paid by the state budget and who enjoy 100% of medical examination and treatment costs within the scope of benefits as prescribed before January 1, 2025, but from July 1, 2025, switch to social retirement benefits according to Article 7 of Decree No. 176/2025/ND-CP, will continue to have health insurance paid by the state budget and maintain the level of enjoying 100% of medical examination and treatment costs within the scope of benefits according to Clause 6, Article 5 and Clause 1, Article 15 of Decree No. 188/2025/ND-CP.

Other beneficiaries of social pension benefits will comply with the general provisions of the Law on Health Insurance.

To ensure the continuous and uninterrupted benefits of health insurance participants, the Ministry of Health requests the Ministry of Finance to direct the Vietnam Social Security to continue to maintain and supplement the subject code and benefit code for health insurance participation for this group of subjects according to the provisions of the law on health insurance.

At the same time, the Ministry of Health also requested the People's Committees of provinces and cities to direct relevant agencies and units to organize implementation, ensuring stable and continuous benefits for health insurance participants.
