First , the ideology of firmly pursuing the goal of national independence associated with socialism, taking the people as the root, and promoting the strength of great solidarity.
Second , noble revolutionary moral qualities: diligence, thrift, integrity, impartiality, love for humanity, devotion to the Fatherland and the People.
Third , the working style is democratic, scientific , close to the people, practical, and combines words with actions.
Our Party has affirmed that Ho Chi Minh's ideology, morality and style are precious spiritual assets, the compass guiding all actions and revolutionary causes of our Party and People to victory. More than ever, throughout the revolutionary journey, the system of values of President Ho Chi Minh's ideology, morality and style has not only been preserved and promoted but also spread widely, increasingly permeated, becoming a solid spiritual foundation in social life.
For the Party Committee of the National Assembly , studying and following Uncle Ho's teachings is a task and a goal to strive for, demonstrating the determination to follow his ideology, morality and style in all activities of the National Assembly. Legislative activities, supervision and decisions on important issues of the country all originate from serving the people, for the benefit of the people, clearly demonstrating that the National Assembly is truly the highest representative body of the people, making practical and effective contributions to realizing the aspirational goals of national development in the new era.
During the past term, the dissemination and implementation of the Party's resolutions, directives and conclusions on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle in association with the work of building and rectifying the Party and the political system at the National Assembly Party Committee has been carried out seriously and synchronously by Party committees at all levels and achieved many outstanding results.
Firstly, the National Assembly Party Delegation, the National Assembly Party Committee and the Party committees and organizations at all levels must always seriously and thoroughly grasp the Party's policies, guidelines, resolutions, directives and conclusions, closely follow the Central Committee's directives and guidelines to promptly lead and direct the institutionalization and integration of the study and following of Uncle Ho into professional tasks in accordance with the Party's practice, such as improving the law-making process, improving the quality of examination and supervision, innovating methods of contacting voters, explaining and questioning.
Studying and following Ho Chi Minh's ideology, morality and lifestyle in Party organizations, agencies and units has become a regular activity and an important solution in Party building work, contributing to improving the capacity and innovation of Party organizations' leadership methods, as well as improving the revolutionary ethics of cadres and Party members.
Second , through the rich and diverse forms of organization of studying and following Ho Chi Minh's ideology, morality and style, with many good models, creative ways of doing things, many initiatives, typical and excellent examples being commended and rewarded, many activities of gratitude, repayment of gratitude, social security being carried out and especially the exemplary role of cadres, party members, key leaders at all levels, especially leaders at the top of the Party Committees who are always exemplary in training political qualities, revolutionary ethics, scientific and effective working style have created positive impacts, creating strong spillover effects throughout the Party, in society and to the people, making Uncle Ho's ideology, morality and style gradually become a solid spiritual foundation of social life, the content of studying and following Uncle Ho is increasingly substantive, going into depth, gradually becoming the self-awareness and sense of responsibility of each party organization, of each cadre and party member, civil servants, public employees and workers.
However, studying and following Ho Chi Minh's ideology, morality and lifestyle in the Party still has limitations and shortcomings. That is, some grassroots Party committees have not been really proactive in choosing breakthrough content to implement Directive No. 05-CT/TW of the Politburo; sometimes they are still confused and not resolute in organizing implementation; in some agencies and units, warnings and prevention of violations are not timely; cadres and Party members who have degraded in political ideology, morality and lifestyle have not been detected early in order to promptly correct and rectify them, leading to violations of Party discipline and violations of the law.
The concretization of annual thematic content in some Party committees and organizations has not been truly creative; the content of studying and following Ho Chi Minh's ideology, morality and style is sometimes still formal. The review and supplementation of ethical standards, lifestyles and professional ethics according to Ho Chi Minh's ideology, morality and style is still slow, the content is still long and difficult to implement; the content of commitment to self-cultivation, training and striving of some cadres and Party members is still general and not linked to assigned duties and tasks.
Strictly implement revolutionary ethics and public service ethics standards
Entering the opening stage of a new era - the era of deep integration and strong growth of the nation, our country is facing unprecedented historical opportunities, but at the same time must also face many difficulties and challenges.
For the country to develop rapidly and sustainably, for our nation to affirm its position in the international arena, it requires each party organization, each cadre and party member to be a pioneer, exemplary, and innovate more strongly.
The Draft Document of the 1st National Assembly Party Congress, term 2025 - 2030, identifies one of the central tasks and solutions to build a clean and strong National Assembly Party as " Strictly implementing revolutionary ethical standards and public service ethics; promoting the exemplary responsibility of cadres and party members, especially leaders, managers, heads, and party members who are National Assembly deputies. Cultivating the qualities of integrity, not being corrupt, wasteful, or negative; promoting the study and following of Ho Chi Minh's ideology, ethics, and style in conjunction with the Central Committee's resolutions and conclusions on Party building and rectification ; compliance with the law, responsibility, social ethics".
Therefore, studying and following Ho Chi Minh's ideology, morality and style is not only a regular requirement, but now and in the next period must be considered a spiritual driving force, a compass for all actions, an important Party building solution, ensuring that the National Assembly and the National Assembly Party Committee successfully carry out assigned political tasks.
To contribute to realizing that, the Propaganda and Mass Mobilization Commission of the National Assembly Party Committee respectfully requests that the National Assembly Party Committee and Party committees at all levels in the National Assembly Party Committee in the coming time continue to pay attention to better leadership and direction in implementing the following contents:
Firstly , the National Assembly Party Committee and its subordinate Party Committees continue to closely follow the Central Committee's directives, guidelines and regulations to lead and direct the promotion of studying and following Ho Chi Minh's ideology, morality and lifestyle, considering this one of the key and regular tasks, associated with the political tasks of Party committees at all levels, agencies and units; ensuring the comprehensive and direct leadership of the National Assembly Party Committee in institutionalizing the Party's policies in the work of constitution-making, legislation, supervision and decision-making on important issues of the country, creating breakthroughs in perfecting the country's development institutions, liberating all innovation and creativity, and tapping all development resources.
Strongly deploying digital technology applications in parliamentary activities and Party building work
Second , the content of studying and following Ho Chi Minh's ideology, morality and lifestyle needs to be implemented in conjunction with the dissemination and implementation of the Party's resolutions, directives and conclusions, especially important resolutions in key areas with strategic breakthroughs to bring the country into a new era.
In particular, applying Ho Chi Minh's thought on "taking the people as the root" to the process of law-making and law enforcement supervision, ensuring the Party's comprehensive leadership over the activities of the National Assembly. Focusing on innovating the work of law-making and enforcement, improving the quality of legislative skills, ensuring transparency and objectivity, taking the interests of the people and the nation as the center. Timely proposing and institutionalizing the Party's policies and guidelines on breakthroughs in science and technology development, innovation and national digital transformation; breakthroughs in education and training development; breakthroughs in strengthening the protection, care and improvement of people's health; developing the private economy; international integration in the new situation and ensuring national energy security to remove bottlenecks and barriers, unleash all resources for development, and soon bring the Party's resolutions into life.
Implementing digital transformation towards building an "electronic National Assembly", strongly applying digital technology in parliamentary activities, in professional and technical work processes, and in Party building work; effectively implementing the Directive of the Standing Committee of the National Assembly Party Committee on "developing science and technology, innovation, digital transformation, popularizing digital education, building a digital National Assembly", each cadre and party member, especially party members who are National Assembly deputies, must take the lead in being a true "digital citizen" to improve the efficiency of information processing, increase interaction, shorten time, and reduce administrative procedures.
Third , studying and following Ho Chi Minh's ideology, morality and lifestyle is associated with promoting the responsibility of setting an example for leaders of Party committees, agencies and units, demonstrating a steadfast ideology, correct viewpoints, daring to think, daring to speak, daring to do, daring to take responsibility, daring to innovate, daring to face difficulties and challenges and being resolute in actions for the common good; always upholding the principles of democratic centralism, objectivity, comprehensiveness, impartiality, openness and transparency. Resolutely preventing, repelling and strictly handling cadres and party members who have degraded in political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation"; seriously implementing regulations on what party members are not allowed to do, on the responsibility of setting an example for cadres and party members, especially key leaders at all levels, on controlling power, preventing and combating corruption, waste and negativity.
Fourth , continue to promote the study and following of Ho Chi Minh's ideology, morality and style in conjunction with promoting the national value system, building culture, people and public service culture; actively build and implement revolutionary ethical standards for cadres and party members in the new period. Strengthen political theory education so that each cadre, party member and worker always wholeheartedly serves the Fatherland and the People; practices diligence, thrift, integrity, impartiality, resolutely fights against individualism and opportunism; always be self-reliant and creative in performing tasks, work democratically and scientifically, and practice what you preach.
Fifth , promote the effectiveness of the activities of the Steering Committee 35 of the National Assembly Party Committee in protecting the Party's ideological foundation, fighting against erroneous and hostile views in the new situation, contributing to maintaining the people's trust in the Party, the State and the regime; proactively advise on action programs, innovate rich and vivid propaganda content and methods suitable for each target group; diversify forms of propaganda on studying and following Ho Chi Minh's thought, morality and style, in order to make an important contribution to building a Party strong in politics, ideology and morality.
Sixth , thoroughly grasp and strictly implement Directive No. 50-CT/TW, dated July 23, 2025 of the Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period; apply the content of studying and following Ho Chi Minh's ideology, morality and lifestyle into regular activities and thematic activities with practical and specific contents, suitable to the characteristics of the situation and political tasks of the agency and unit; strictly implement the Party cell activity regime, especially for Party cells temporarily operating with delegations (Audit Delegation Party Cell during the time of performing audit tasks, National Assembly Delegation Party Cell during National Assembly sessions).
Seventh , regularly focus on periodic inspection and supervision and thematic inspection and supervision; periodically do a good job of summarizing and concluding to promote creative and effective ways of working; promptly discover, commend, reward, and replicate outstanding and typical collectives and individuals, good practices, and new initiatives in studying and following Ho Chi Minh's ideology, morality, and style to create a widespread influence throughout the Party Committee of the National Assembly and in society.
Studying and following Ho Chi Minh's ideology, morality and style is not only a responsibility but also an individual need of each cadre and Party member of the National Assembly Party Committee. This is a source of great spiritual strength for us to unite, promote democracy, maintain discipline, create breakthroughs, contribute to building a clean and strong Party Committee in all aspects; lead the National Assembly to strongly innovate, improve the quality and efficiency of operations, and steadily enter the era of national development.
