Urgently implement special policies for the development of Hai Phong City in the new period

(PLVN) - On the afternoon of July 1, the People's Council of Hai Phong City, term XVI, 2021-2026, held its 28th session. This is the first session of the new Hai Phong City according to Resolution No. 202 of the 15th National Assembly. At the session, the Secretary of the Hai Phong City Party Committee requested the People's Council and People's Committee of the City to focus more on promptly institutionalizing and implementing specific mechanisms and policies for the development of Hai Phong City in the new period.

Speaking at the session, Party Central Committee member, City Party Secretary, Head of Hai Phong National Assembly Delegation Le Tien Chau said: The City People's Council has decided on the organization, apparatus and personnel according to its authority to ensure objectivity and democracy, strongly promoting the spirit of solidarity, unity and democracy in deciding on the organization, apparatus and personnel at the session; selecting a team of cadres with sufficient qualities, capacity, prestige, daring to think, daring to do, daring to take responsibility, daring to face difficulties and challenges, worthy of the new tasks and responsibilities, worthy of being elected representatives, representing the will and aspirations of voters and the City's people.

Therefore, immediately after this session, the Secretary of the City Party Committee requested that the delegates need to start implementing the resolutions passed by the City People's Council; promote the highest role and responsibility of the Standing Committee of the City People's Council, the Committees, the Delegation Groups and especially the City People's Council delegates in deciding on policies and supervising their implementation; continue to strengthen solidarity, cohesion, proactively and promptly study and grasp the mechanisms, policies and newly issued laws; deeply imbue the cultural traditions and the actual situation of both Hai Duong and Hai Phong... From there, review the tasks and issued resolutions to promptly advise and propose to the City Party Committee and the Standing Committee of the City Party Committee solutions to promote the potentials and advantages of the locality, focusing on completing at the highest level the targets and tasks of socio-economic development, national defense and security in 2025 and the following years to ensure compliance with the strategies and development plans of the new Hai Phong City.

At the recent 9th session, the National Assembly passed Resolution No. 226 on piloting a number of specific mechanisms and policies for the development of Hai Phong City. The Resolution, which took effect from July 1, includes 12 articles and stipulates many important contents to create favorable conditions for Hai Phong to maximize its potential and advantages, creating a stronger breakthrough in socio -economic development. The Secretary requested the People's Council and People's Committee to focus more on promptly institutionalizing and implementing specific mechanisms and policies for the development of Hai Phong City in the new period.

The City Party Secretary also requested the City People's Council and People's Committee to proactively take measures to ensure essential conditions for the two-level government and agencies, units and localities to operate effectively, efficiently, smoothly and without interruption in state management and provision of public services to people and businesses; continue to promote digital transformation, simplify administrative procedures, and provide high-level online public services. At the same time, pay attention to doing a good job of resolving regimes and policies for cadres, civil servants, public employees and soldiers of the armed forces when implementing administrative unit arrangement and streamlining of staff.

“There is not much time left until the 17th Congress of the City Party Committee. Along with implementing the issued resolutions, the City People's Council needs to closely coordinate with all levels and sectors to actively and proactively prepare well for the organization of party congresses at all levels towards the 17th Hai Phong City Party Congress for the 2025-2030 term in the spirit of "Innovation, solidarity, development and integration"; on that basis, determine the direction, goals, tasks and solutions to ensure full, effective and feasible leadership, direction and implementation. At the same time, focus on preparing and implementing the Plan to organize the election of People's Council deputies for the 2026-2031 term soon,” the Secretary stated.
