Southern coastal economic zone – a driving force for breakthrough in the 2025 - 2030 term

The Southern Coastal Economic Zone is identified as an important new development space for Hai Phong, with the mission of becoming a strategic driving force in the 2025-2030 term and the following periods.

Opening up new development space

In the period of 2026 - 2030, the Hai Phong Economic Zone Management Board strives to attract 20 - 25 billion USD into the system of industrial parks and economic zones, an average of 5 - 6 billion USD/year. Of which, FDI capital accounts for 4 - 5 billion USD, DDI capital is about 1 - 2 billion USD. The structure is calculated with 40% from operating enterprises and 60% from new investors. In that picture, the Southern Coastal Economic Zone is considered a strategic "gateway", where factors converge to realize this goal.

With an area of ​​20,000 hectares (of which about 2,909 hectares are reclaimed land), the Southern Hai Phong Coastal Economic Zone is oriented to become a 3.0 generation eco-economic zone, multi-industry, focusing on high-tech industry, modern logistics; the hub of Hai Phong participating in the regional and world value and supply chain. More importantly, this will be the "eagle's nest" to welcome the investment wave of large domestic and foreign corporations and enterprises heading to Hai Phong, especially in the field of chip, semiconductor and electronics industry. From there, it will create a superior advantage for Hai Phong in attracting high-quality FDI capital flows.

In addition, with its special geographical location – the gateway to the sea of ​​the North, located in the growth engine area – the Southern Coastal Economic Zone not only opens up new development space for Hai Phong but also creates regional connectivity, increasing national competitiveness. This is also a space for the city to pilot new mechanisms and policies, build an open, modern investment environment, attracting high-quality capital flows from home and abroad.

According to the orientation, by 2030, the Southern Coastal Economic Zone will become the main driving force of Hai Phong's economy, reaching 80% of the capacity of Dinh Vu - Cat Hai Economic Zone in 2023, playing a particularly important role in connecting with neighboring economic zones, forming a chain of coastal economic zones, driving the development of the whole region. The zone is expected to attract social investment of 700,000 billion VND; industrial production value of 2 million billion VND; contribute 550,000 billion VND to the budget; create more than 300,000 jobs...

Promote key projects, create breakthrough foundation

Along with the strategic orientation, the city is urgently realizing the Southern Coastal Economic Zone with specific steps. According to the Hai Phong Economic Zone Management Board, the Master Plan of the Southern Coastal Economic Zone of Hai Phong was approved on July 3, 2025, and is currently bidding to select a consulting unit to develop the project, and is expected to complete the documents to submit to the Ministry of Construction in November 2025. This is an important legal premise to concretize the new development space.

Identifying the establishment of a Free Trade Zone as a key task, directly linked to the success of the Southern Coastal Economic Zone, the Hai Phong Economic Zone Management Board is also urgently coordinating with the Department of Finance and relevant agencies to complete, appraise and submit the decision to establish it in September 2025, under the direction of the Chairman of the City People's Committee.

The free trade zone is considered the "heart" of the southern coastal economic zone.

Along with the planning work, many key projects directly linked to the Southern Coastal Economic Zone are also being promoted by the city. Notably, the LNG Power Plant belonging to Tan Trao Industrial Park is expected to start construction at the end of September to celebrate the Hai Phong City Party Congress for the 2025 - 2030 term.

According to Vingroup Corporation (investor), the project uses about 98.5 hectares of land with a designed capacity of 4,800 MW. Of which, phase 1 of the project will invest with a capacity of 1,600 MW and phase 2 will deploy the remaining part. The project is in line with the planning of Hai Phong city, is part of the Southern Hai Phong Coastal Economic Zone, conveniently connected to seaports, airports, roads, railways, etc.

Hai Phong has carefully reviewed existing plans and initially proposed three strategic areas for free trade zones.

Not only focusing on industrial infrastructure, the city also pays special attention to synchronizing social factors to ensure sustainable development. Many worker housing and social housing projects are soon included in the planning, along with cultural, medical and educational institutions. This is a necessary condition to form a favorable working and living environment, helping businesses feel secure in their long-term commitment to the Southern Coastal Economic Zone. The city also studies policies to attract and treat high-quality experts and engineers to improve the quality of human resources.

Speaking at the City Investment Promotion Conference on the sidelines of the 3rd Session of the APEC Business Advisory Council (ABAC III) in July 2025, Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City, emphasized that the theme "Hai Phong - Strategic Destination of the New Era" is not only a slogan but also a consistent vision. The city is determined to develop based on the pillars of science and technology, innovation, digital transformation, green transformation, inclusive development, leaving no one behind. The city is committed to implementing 4 strategic breakthroughs: developing the Southern Coastal Economic Zone with a scale of 20,000 hectares according to a green, smart, multi-industry model; building a new generation Free Trade Zone with superior institutions; creating a modern, open investment environment; and quickly and effectively implementing Resolution 226 of the National Assembly on special mechanisms...

The identification of the Southern Coastal Economic Zone as one of the four strategic breakthroughs shows the importance of this development space for the future of the city.
