Propose to soon amend regulations that cause difficulties in handling infringing goods

This morning, September 18, at Lao Bao International Border Gate, Huong Hoa District, a working delegation of the Standing Office of the National Steering Committee 389 led by Deputy Chief of the Standing Office of the National Steering Committee 389 Vuong Truong Nam worked with the Provincial Steering Committee 389 on the situation of anti-smuggling, trade fraud and counterfeit goods in Quang Tri Province.

Reporting at the working session, Deputy Head of the Provincial Steering Committee 389, Director of the Department of Industry and Trade Nguyen Truong Khoa said that the situation of smuggling, trade fraud and counterfeit goods in the province is becoming increasingly complicated.

Specifically, compared to the same period in 2023, in the first 8 months of 2024, the authorities discovered, arrested and handled 1,406 cases/1,503 subjects with a total value of goods of VND 29.67 billion (up 85.21%), contributing VND 41.43 billion to the budget (up 31.65%). The main seized items are: drugs of all kinds, explosives, firecrackers, foreign alcohol, cigarettes, sugar, gold, wood, animal products...

In particular, new methods and tricks are emerging, such as hiding contraband in transit containers. Lao nationals impersonate tourists , using 7, 12 and 16-seat passenger cars with Lao license plates, modified and reinforced to easily hide drugs in order to deceive the authorities. Goods, especially smuggled goods, counterfeit goods, and goods violating intellectual property rights, are increasingly sold through e-commerce...

At the meeting, members of the Provincial Steering Committee 389 and representatives of the border guards and customs forces in the Lao Bao International Border Gate and La Lay International Border Gate expressed many opinions. Based on the actual situation in the locality, unit and the difficulties and obstacles in the process of performing tasks, they proposed specific solutions to effectively implement the fight against smuggling, trade fraud and counterfeit goods in the coming time.

The Provincial Steering Committee 389 requested the Standing Office of the National Steering Committee 389 to report and recommend relevant ministries and branches to promptly amend policies that cause difficulties in the process of handling infringing goods. At the same time, increase resources to invest in equipment, organize training and coaching on e-commerce for functional forces, especially skills related to authority, verification, evidence collection, and information on violators on social networks and the internet.

Concluding the working session, Deputy Chief of the Standing Office of the National Steering Committee 389 Vuong Truong Nam requested the Provincial Steering Committee 389, relevant departments, branches and units to increase forces and means to focus on inspecting and controlling the border, Lao Bao and La Lay border gates, Highway 9, National Highway 1, warehouses and goods gathering points in Huong Hoa and Dakrong districts and Dong Ha city with goods such as: drugs, explosives, sugar, beer, alcohol, cigarettes, foreign currency and precious metals...

It is forecasted that in the coming time, the situation of smuggling, trade fraud and counterfeit goods will tend to develop complicatedly due to the impact of weather, floods and the increased shopping and consumption needs of people near the Lunar New Year. Therefore, it is recommended that the Provincial Steering Committee 389 organize and effectively implement the fight against smuggling and trade fraud in the area, especially in border areas, border gates and hotspots.

Continue to review and focus on handling difficulties and obstacles in the process of implementing anti-smuggling, trade fraud and counterfeit goods. Proactively develop programs, plans and solutions to combat smuggling, trade fraud and counterfeit goods in accordance with the local situation and task requirements. Regarding the recommendations and proposals of the Provincial Steering Committee 389 related to amending current policies, the Standing Office of the National Steering Committee 389 will receive and complete the monitoring report to submit to competent authorities for consideration and decision.
