Strengthening the members of the Steering Committee for Asset Recovery in the Van Thinh Phat case

(Chinhphu.vn) - Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 2123/QD-TTg dated September 23, 2025 to complete the membership of the Central Inter-sectoral Steering Committee on organizing the execution of judgments and recovering assets appropriated or lost in cases related to Van Thinh Phat Group.

Strengthening the members of the Central Inter-sectoral Steering Committee on organizing the execution of judgments and recovering assets appropriated or lost in cases related to Van Thinh Phat Group.

According to the Decision, the members of the Central Inter-sectoral Steering Committee on organizing the execution of judgments and recovering assets appropriated or lost in cases related to Van Thinh Phat Group (referred to as Steering Committee 742) are completed as follows:

1. Mr. Nguyen Van Tho, Permanent Vice Chairman of Ho Chi Minh City People's Committee (replacing Mr. Duong Ngoc Hai, former Permanent Vice Chairman of Ho Chi Minh City People's Committee and Mr. Nguyen Cong Vinh, former Vice Chairman of Ba Ria - Vung Tau Provincial People's Committee).

2. Mr. Le Trong Yen, Vice Chairman of Lam Dong Provincial People's Committee (replacing Mr. Tran Hong Thai, former Chairman of Lam Dong Provincial People's Committee).

3. Mr. Le Van Anh, Vice Chairman of the People's Committee of Quang Ninh province (replacing Mr. Nghiem Xuan Cuong, former Vice Chairman of the People's Committee of Quang Ninh province).

4. Mr. Huynh Van Son, Vice Chairman of Tay Ninh Provincial People's Committee is a member of the Steering Committee.

This Decision comes into force from the date of signing and promulgation (September 23, 2025).

* Previously, Prime Minister Pham Minh Chinh signed Decision No. 742/QD-TTg dated April 9, 2025 to establish the Central Inter-sectoral Steering Committee on organizing the execution of judgments and recovering assets appropriated or lost in cases related to Van Thinh Phat Group.

The Steering Committee is an inter-sectoral coordination organization, assisting the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral tasks regarding the organization of execution of judgments and the recovery of assets appropriated or lost in cases related to Van Thinh Phat Group.

The Steering Committee is responsible for researching, advising, recommending, and proposing directions and solutions to resolve important, inter-sectoral issues regarding the organization of execution of judgments and the recovery of misappropriated and lost assets in cases related to Van Thinh Phat Group.

Direct and coordinate ministries, ministerial-level agencies, government agencies and relevant agencies and organizations in resolving important, inter-sectoral issues in the execution of judgments.

The Ministry of Justice is the standing agency of the Steering Committee, using the existing apparatus to help the Steering Committee perform its tasks.
