On the morning of September 19, the Vietnam Socio -Economic Forum 2023 with the theme "Enhancing endogenous capacity, creating momentum for growth and sustainable development" officially opened at the National Convention Center (Hanoi).

In his opening speech, National Assembly Chairman Vuong Dinh Hue stated that the Vietnam Socio-Economic Forum is an annual event of the National Assembly, an important way to gather and promote the intelligence, enthusiasm and responsibility of National Assembly deputies, people, voters, experts, scientists , domestic and foreign businesses and entrepreneurs to contribute to important national issues and the National Assembly's decisions.

Through two times of organization, the Forum has attracted great attention from society, people and business community at home and abroad, as well as news agencies, press, international and domestic organizations, central and local.

The National Assembly Chairman said that the world situation is evolving in a complex and unpredictable manner. The Covid-19 pandemic has left behind many serious “sequelae” not only for human health, but also for the economy and its unpredictable consequences.

Amid the common difficulties of the world and the region, from the fourth quarter of 2022, Vietnam's growth drivers and industrial production... tend to slow down when major export and import markets are narrowed and many supply chains are broken.

The world situation continues to be complicated and unpredictable, the consequences of the Covid-19 pandemic are prolonged; the Russia-Ukraine conflict and competition between major powers are increasingly fierce and profound; record high inflation in some major economies, monetary policies of major countries continue to tighten, low economic growth, weak aggregate demand, increased protectionist barriers; public debt, financial markets, currencies, banks, real estate... in some countries have many potential risks.

According to him, the policies proposed at the 2022 Forum will continue to be studied by the National Assembly, the National Assembly Standing Committee, the Government, relevant agencies and organizations to develop and issue strong policies to promptly respond to the new situation.

The National Assembly Chairman stated: "Thanks to the correct, timely, and unprecedented policies and solutions in recent times, under the strong, synchronous, and effective leadership and direction of the Party Central Committee, the Politburo, and the Secretariat, along with the accompaniment and supervision of the National Assembly and the strong management of the Government, looking at the overall situation of the past half term, Vietnam has basically firmly overcome difficulties and challenges in the face of "headwinds" and achieved many important and quite comprehensive results.

The economy maintained its growth momentum and was a bright spot in the otherwise bleak global picture. The macroeconomy was stable, inflation was under control, and the country’s credit rating and international standing continued to improve.

In the first 8 months of 2023, attracting foreign direct investment (FDI), disbursing public investment, and the service sector have had more positive changes; some key industrial areas have recovered or maintained rapid growth; social security work has received attention...".

With the spirit of "unanimity, joint efforts, and overcoming difficulties together", to achieve the practical goals of the Forum, the National Assembly Chairman expressed his wish to listen to opinions, exchange, and discuss focusing on answering three issues.

Firstly, forecast the economic and financial situation in the region and the world, opportunities, risks and challenges for the Vietnamese economy in 2023, 2024 and the following period.

Second, the current socio-economic situation, difficulties, challenges, key bottlenecks and resilience of the economy, businesses and workers.

Third , what are the endogenous strengths, driving forces and fundamental solutions to remove bottlenecks, unblock resources, strengthen internal strength, and create momentum for socio-economic growth and development in 2023, 2024, and for the entire 2021-2025 term?

Speaking at the opening session, Politburo member and Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang affirmed that the Vietnamese economy has overcome the most difficult time, but it is necessary to frankly acknowledge the difficulties, obstacles and challenges that cannot be overcome overnight.

To determine the growth scenario in the coming time, Mr. Nguyen Xuan Thang suggested that delegates attending the Forum find practical, feasible, and breakthrough solutions to restore important growth drivers of the economy such as: Fully assessing and proactively restoring domestic consumption; restoring investment capital flows; removing difficulties and restoring production and business of enterprises.

Looking back at the efforts and achievements over the 2021-2025 term, Mr. Nguyen Xuan Thang said that Vietnam needs to inherit three lessons.

Firstly , the lesson of transferring external risks and challenges in the context of strategic competition between major countries creating fragmentation and disruption of the world economy, the shift and separation of global supply chains becomes an opportunity for Vietnam to promote its role as a focal point for connection, attracting investment capital flows and promoting exports.

Second, the lesson is about overcoming difficulties and the more difficult it is, the more we need to pay attention to the goal of ensuring social security, actively supporting workers and the poor in the face of the risk of job loss, reduced income and increased prices of many essential goods.

Third , lessons in organizing the implementation of policies and guidelines on the principle: Must closely follow the program and action plan; proactively, creatively, flexibly propose feasible solutions, closely follow reality associated with concretizing and individualizing responsibilities; promote decentralization and delegation of power associated with authorization, empowerment and specific delegation of power; innovate thinking and methods of resource allocation...

After the opening session, on the morning of September 19, the Forum will conduct Topic 1 with the theme "Strengthening internal strength, unleashing resources, supporting businesses to overcome difficulties" and Topic 2 with the theme " Improving labor productivity, ensuring social security in the new context".

In the afternoon of the same day, there will be a Plenary Session with the theme: " Enhancing endogenous capacity, creating momentum for growth and sustainable development".
