The Provincial People's Council meeting resolved urgent work and decided on many important contents.

On the afternoon of September 20, at the Provincial Convention Center, the Provincial People's Council, term XVII, 2021 - 2026, held a meeting to resolve urgent matters, discuss and resolve a number of important issues to serve the socio -economic development of the province.

At the meeting, delegates focused on discussing and contributing opinions to the report on the detailed allocation of capital plans to support the implementation of specialized programs under the national target program on new rural construction for the period of 2021 - 2025; 10 submissions and draft resolutions of the Provincial People's Committee submitted to the meeting related to the fields of land, education, and budget finance. Many of these submissions have urgent and very important contents such as: Approving the Planning of Thai Binh province for the period of 2021 - 2030, with a vision to 2050; the policy of supplementing provincial budget capital to implement the investment project to build a coastal road in Thai Binh province... At the meeting, delegates also gave opinions on the plan to vote for a vote of confidence for the person holding the position elected by the Provincial People's Council, term XVII, term 2021 - 2026.

The delegates all agreed, agreed and highly appreciated the reports and submissions to the Provincial People's Committee submitted to the meeting, the plan to take a vote of confidence for the position holders elected by the Provincial People's Council, term XVII, 2021 - 2026, affirming that these are urgent and important contents; at the same time, they hoped that the Planning of Thai Binh province for the period 2021 - 2030, with a vision to 2050, would soon be approved by the Prime Minister for the province to implement; the units and localities implementing the project would ensure technical, aesthetic and progress, and soon put the project into use, promoting its effectiveness.

In his closing speech, Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested: The Provincial People's Committee, all levels, sectors, localities and units to focus on organizing urgent, drastic and synchronous implementation of solutions to ensure that the resolutions just passed soon come into life and achieve high efficiency. Regarding the Provincial Planning for the period 2021 - 2030, with a vision to 2050, it is necessary to urgently complete the procedures and documents according to regulations to submit to the Prime Minister for approval in November 2023. Immediately after being approved by the Prime Minister, organize a good conference to announce the planning to widely disseminate the planning content to all levels, sectors and all classes of people. All levels and sectors thoroughly grasp and promote the sense of responsibility in planning management, ensuring that the planning is implemented effectively and synchronously, making the most of resources to serve rapid, comprehensive and sustainable socio-economic development. The Standing Committee of the Provincial People's Council, committees and delegates of the Provincial People's Council, Party committees, Fatherland Front Committees at all levels and socio-political organizations continue to strengthen leadership, direction, inspection and supervision; promptly give comments and closely coordinate with the Provincial People's Committee, departments, branches and localities in the process of organizing the implementation of tasks; at the same time, step up propaganda, mobilization and promote the active role of the masses in participating in organizing the effective implementation of the Party's guidelines and policies, the State's and the province's laws. The Standing Committees of District Party Committees, City Party Committees, and Standing Committees of District and City People's Councils shall, based on Resolution No. 96/2023/QH15 of the National Assembly, the directives of the Provincial Party Committee, the plans and instructions of the Standing Committee of the Provincial People's Council, direct and organize the vote of confidence for the positions elected by the District People's Councils to ensure publicity, democracy and compliance with the law.

The tasks and workload from now until the end of 2023 are extremely heavy. The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested all levels, branches, localities, units and people of the whole province to continue to uphold the spirit of responsibility, solidarity, creativity, unity, and solidarity, promote patriotic emulation movements; focus on reviewing and correctly assessing the situation and promptly supplementing tasks and solutions to direct the organization to implement resolutely and effectively in order to successfully and comprehensively carry out, striving to complete at the highest level the targets of the 2023 plan.

After half a day of urgent and serious work, with a spirit of solidarity, democracy and high responsibility, the 17th Provincial People's Council session to resolve urgent work has completed all the contents and programs set out in accordance with the law, passing 10 important resolutions:

1. Resolution approving the Planning of Thai Binh province for the period 2021 - 2030, with a vision to 2050.

2. Resolution on supplementing the 2023 state budget estimate to record revenue and expenditure of non-refundable aid capital from local budget revenue sources.

3. Resolution regulating the policy to support international students from Xay Nha Bu Ly province, Lao People's Democratic Republic to study at universities and colleges in the province, under the training program under the cooperation agreement with Thai Binh province.

4. Resolution regulating tuition fees and tuition support policies for public preschool and general education institutions in Thai Binh province for the 2023-2024 school year.

5. Resolution agreeing on the policy of using additional provincial budget capital for the investment project to build the coastal road in Thai Binh province.

6. Resolution approving the plan for using and repaying local budget debt for the loan capital of the project on conservation and management of coastal mangrove ecosystems in the Red River Delta region implemented in Thai Binh province.

7. Resolution approving the adjustment of investment policy for the urgent treatment project of dyke route I in Binh Thanh commune, Binh Dinh commune, Hong Tien commune, Kien Xuong district, Thai Binh province.

8. Resolution approving the adjustment of the investment policy for the project to invest in building facilities to serve vocational training to create jobs for people with disabilities at Thai Binh Vocational College for People with Disabilities.

9. Resolution approving the addition of the list of projects requiring land acquisition for socio-economic development for national and public interests in Thai Binh province in 2023.

10. Resolution approving the change of land use purpose for rice cultivation to implement projects in Thai Binh province.
